Per- mission to d~velop specific parcels of land under the provisions which follow shatl:_beibinding on all construction. Any proposed change in the develoPment~plan after approval by the city council shall be resub- mitted for ¢Ons{deration. ne land use, minimum lot area, yard, height and accessOr~ uses determined by the planned unit development require- ments shall ~re~ail over conflicting requirements listed elsewhere within this eod~. pRELIbr{INARY DEVELO~ PLAN PROCEDURE An applicant;r fo~ a planned unit development shall submit a preliminary development ~la~ to the zoning officer with a written statement and a certified ¢ ~h~ckior money order in an amount to cover all the costs incurred l~ ~:he~king and processing such plans. ' L- I~,~thin sixty (60) days after the filing of the preliminary plan with th;e zpning officer, the planning commission shall forward the plan to th~ icitF council with a written report recommending that the plan be d~ppr~ved, approved, or approved with modifications, stating the reasonS',ifori these recommendations. ~ I~thin forty-five (~5) days after the receipt of the application ~by ghe city council, a public hearing shall be held by the city eOuncf~ on the application. The city council may continue the hearin$'or ~efer the matter back to the planning commission for further study;, ~rovided, however, that the public hearing or hearings shall be con~clu~ded within forty-five (~5) days after the date of the first public h~aring, unless the applicant shall consent in writing to an extension of the time.
