The city council, at its discretion, may extend for six (6) ~onths the period for filing of the final development plan. i. The zoning officer shall send a reproducible print and one (1) other pfint to the chairman of the city planning commission. If the plannfng~conm~ission finds that the final plan is in substantSal compliance wlth~the plan given preliminary approval, it shall endorse the plan and su~mlt it to the city council within thirty (30) days. 2.. Aipublic hearing on an application for final approval of the plan or ipar[ thereof shall not be required, provided that the plan is in substantial compliance with the plan given preliminary approval. ~.: Ih the event the plan, as submitted for final approval, is not in ~bst~ntial compliance with the preliminary plan, the city council sh~l n~tify the applicant within forty-five (45) days of the date of applic~ton setting forth the ways in which'the plan is not in s,bstantiai Co~pliance. ' The applicant may treat such notification as denial of final approval; or The applicant ~ay refile his plan so that it does substantially comply with the preliminary plan; or The applicant may file a written request with the city council tha~ it hold a public hearing on his request for final approval. Any such hearing shall be held within thirty (30) days after the request for such a hearing. Within forty-five (45) days of such hearing, the city council shall either grant final approval or deny final approval to the plan. 4. In the event a plan is given final approval and the applicant shal$ abandon said plan, or in the event the applicant shall fa~! ~o~begin construction of the planned unit development within L'wi[~e (12) months after the final approval has been granted, final apprdvallshall terminate unless such time period is extended by the city co.nc.il.
