I
I

M~. !4cCaslin - 6310 164th Lane - My understanding is that the concensus in
Ramsey wasionei single family dwelling/lot. If that is true, why is this PUD
being discusse~?

I
I
I
i

Mayor Gamec - Ramsey has been looking at high density housing for many years.

Mr. Schnelle -~ Ramsey's zoning map has 3 established densities. A developer
can buy that land and develop at that density.

Brenda Bauerkemper - Inquired as to opinion of the other Councilmembers regarding
this propoSedldensity.

Mayor GameC -You will see how they feel when they vote on the project.

Councilmem~er Sorteberg - This is a public hea~ing - Council is not here to
talk. It's p~rpose is fo~ the public to get information from the developer.

I
I
I
I

!
,I

!
I
I

John Lichter In our meetings with the developer we talked about restrictive
convenanae~--iwhen will that be developed in black and white?
?

Mr. Carson~- ~omeowners agreements and restrictive covenance will be submitted
prior t° f~na~ plat approval.

Mr. Good~ich - There have been two public hearings -- one' With Planning and
Zoning an~ on~ with Council. Staff did request that Council authorize pre~
paration o~ a,resolution for Council adoption at their meeting of January 24,
1984. T~a~ resolution will consist of Council granting concept approval only.
It does ~othi~g toward gaining preliminary approval, but it gives the developer
a good feelin~ to spend money on all the items required for preliminary
approval. Th~se items are then brought to the City for preliminary plan
approvall. If'the preliminary plan is adopted the developer fulfills a couple
more requirements and comes back to Council for final plan approval. If the
final plan is.approved, the City initiates a zoning change to PUD.

Mr. Carson - If we are getting concept approval only -- why wait two Weeks?
Can't we ~et ~oncept approval tonight and preliminary approval in two weeks?

Mr. G~odrich ~ Council would prefer to adopt a findings and a resolution.

Mr. Schnelle - The covenance and exhibits presented to P & Z should be
included in the resolution.

Duane Erl£enl- On the point of density, is that something that has just been
proposed by the developer and now it's up to the Zoning Commission to approve
or disapprove?

Mr. Goodrich , Density is established by zoning ordinances. Density was
established ih 1978 and the density window for this particular area is
5-15 units/acre.

,I
!
I

Mayor Gamec - Compliments Mr. Carson and residents of Flintwood I and City
Building ~ffi¢ial for working together and understanding each other's situation.

Paul sitz.- 6521 154th Lane - Have a problem with Mayor's attitude regarding
meetings between developer and residents of Flintwood I. It seems as Council
is giving~up~it's responsibility to look out for the best interest of all
citizens Of ~he City.

C/January 10, 1984
Public Hearing
