I
I
I
I

F~yor Ga~ec -'It has not changed that much; 12 years ago I knew that area
was planned fO~ sewer and water.
.

Brenda Bauerkemper - We are addressing the density change, not sewer plans.

Bill Miller - Mayor Gamec mentioned I served on P & Z and for the record I
want to POint ~out that I was never in favor of high density housing; I even
opposed mobile! home parks.

Brenda Bauerkemper - Inquired as to the developers next step.

I
I
i
I
I
!1
I

Mr. GoodriCh - Preliminary development plan approval.

Brenda Bauerk~mper - During the City Engineer's feasiblity study, could he
explore the alternative of buying utilities from Anoka.

City Engineer !Raatikka - Have talked to Anoka and it is not their policy
unless it is a temporary or emergency situation.

susan Beale - Inquired as to how long-TLr. Carson thinks it will take to fill
up the 327 units?

Mr. Carson - Hopefully, in 3 years it will be filled.

Susan Beale -;Contacted Metro Council and obtained 1990 population projection
and Ramsey~s fair share, in the end, comes down to 42 units/year

Mr. Carson.- ~Marketing outlook is very good for the next two years; our projections
indicate we can sell the project out in three years.

Marguerite He~ke - 8062 154th Avenue ~ Have talked to a lot of people and none
of us wa~t se~er and water in Ramsey. How does the City develop a sewer and
water depaX, tment without customers to pay for it?

I
!
I
I

Mayor Ga~ec - If you don't want sewer and water, don't petition for it. The
developeN .is responsible for sewer and water in the area he is developing and
he finds t~e:~ustomers. Anyone that is not in that area will have no cost
for sewer .andjwater. This is the City's policy, there are some ifs, but that
is what we intend to live by. You have to live in the area that is being
develoPed ~ith sewer and water or petition for it -- anyone telling you
differently iS lying.

Margueri~m He~ke - How many more children will come in with multiple housing
and what'will it do to school"taxes?

Mayor Gam'ec -~The schools will love it, that area will more than pay for
itself. ;D°ll~r-wise you are better off.

I
I
I
I

Marguerite Henke - What if a developer comes in and wants to do the same at
the other end, of Ram~ey?

Mayor Gamec '~ We will not allow leapfrog development. If the developer wants
to pay for al~ that trunk and sewer line he can, but he is not going to run
it past my prQperty and expect me to pay for some of it. This Council has
not intention~ of it being any other way. I don't want sewer and water either.

C/January 10, 1984
Public Hearing
