'1 <br /> <br />Mr. Carson stgted that all NDH has received so far is concept approval of PUD <br />from Planning~and Zoning. <br /> <br />Mr. Goodrich reiterated that all Council is approving tonight is concept only. <br /> <br />Mr. Schnelle cautioned against demanding too much from developer and causing <br />developer to incur expenses before necessary. <br /> <br />I <br />I <br />I <br />! <br />! <br /> <br />Mr. Goodrich ~ At this point in time, NDH is not within the ordinance; before <br />Council can give official preliminary plan approval, all items required by <br />ordinance mus~ be submitted. Tonight, if Council approves the general concept, <br />the devel~er~will provide what is required by ordinance for approval and then <br />it will go for zoning change. <br /> <br />Duane Erlien r 7108 159th Lane - Inquired if the PUD would be served by Anoka'a <br />public U~ilit%es system or will Ramsey build it's own system? Will the developer <br />incur the coSt of development and operation of that system? <br /> <br />Mayor Gamec -iA system will be built in Ramsey. We are looking at a self- <br />containe~isys~em and all costs will be paid by the developer. If you are <br />not hooked uplto the system and live outside that area you will pay '0' <br /> <br />Duane Erllen - Inquired if there is a minimum lot size in Ramsey and what is <br />the sizelof 16ts planned for the PUD. <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />Mayor Gamec Lot size varies -- 1 unit in 10 acres, one unit in 2% acres, <br />10,000 sqUare'feet where public utilities are available. <br /> <br />Mr. Car$o~ - PUD allows for up to 15 units per acre and the developer is <br />proposing ~6%i~nits/acre. <br /> <br />Duane Er~ien $ Moved to Ramsey because of the country atmosphere and prefer <br />to keep i~ that Way; don't like to see high density housing in Ramsey. <br /> <br />Mr. CarsOn - ~his particular area is zoned-urban and this has been the planning <br />concept for the last 10-12 years <br /> <br />Mayor Ga~e~ -iT his has been in the planning for the City as far back as 16 <br />years ago lwhen I served on P & Z. Mr. Miller, who is in the audience, also <br />served on ~P & Z at that time and can verify this. <br /> <br />Karen Van~erI~e - 5441 142nd - Never knew of meetings between residents of <br />Flintwoo~!I and Mr. Carson. Also feel the same about keeping Ramsey's country <br />atmospheN~. ~ave not talked to a single Ramsey resident who supports this <br />project.~ !W~i~hecked the zoning in this area before moving to Ramsey and <br />were told nothing of these plans. There are a number of businesses in the <br />area but~heylpose no problem as they are all quiet after 6:00 p.m. <br /> <br />I <br />I <br />! <br />I <br /> <br />Mayor Gamec - The City has put burden and cost on landowners by ordinances; <br />if the developer can meet those requirements he has the right to <br /> develop. <br />Better than %~of Ramsey will never have sewer and water. As you look at <br />development o~curing, eventually it starts in your city.
