Voting No: None. <br /> <br />The regutar meeting adjourned at 8:01 p.m. and the public hearing was called <br />to order. <br /> <br />The public hearing adjourned at 9:09 p.m. <br /> <br />Council ~eces~ed at 9:09 p.m. <br /> <br />Mayor Ga~e~ ¢~lled the regular Council meeting back to order at 9:38 p.m. <br /> <br />Case #3: ~li~twood Hills Second Addition Planned Unit Development: <br />Councilme~e~ iSchlueter brought up the fact that in previous meetings it has <br />been men~i~ne~ by Mr. Carson that the developer (NDH) will be selling parcels <br />to varia~s b~lders. According to the City's policy, the City will view <br />the developer's so called financial track record; Councilmember Schlueter <br />stated tha~ i~ her opinion, developer and builder are not synonomous. How <br />is the Cit~ a~sured that the individual builders are financially sound? <br />Isn't the Cit~ losing financial control? <br /> <br />City ~n~st~ator Sch~elle replied that the developer that signs the agreement <br />with thei~i~'tyifor the total project is the one who is responsible for all <br />obligation~ i~curred on that project. <br /> <br />Councilm~riSchlueter inquired if an in-depth soil test will be performed <br />on the p~o~er~y; that DNR has labelled the soil in this area moderate to <br />severe fOrl b~.~lding. <br /> <br />Mr. Cars~n reglied that' there have been considerable soil borings and 75-80% <br />of the p~e~y will meet split-entry type housing requirements without <br />major adjUStments. There are soil borings available and more will be performed <br />as the prO~ec~ progresses and developer is more than will to make them <br />available ~to the City. <br /> <br />City Engineer~ Raatikka noted that soil borings will be included in the site <br />and desig~ plan also. <br /> <br />Councilm~ ,~beri Schlueter noted that there is a lot of this same type of develop- <br />ment in ~the .~,~tro area and inquired as to Mr. Carson's reasons for feeling <br />that multiple,dwellings will be very marketable in Ramsey. <br /> <br />Mr. Carson replied that: <br /> <br /> 1. The area is so nice with trees, etc. <br /> <br /> 2. Proper~y is situated on the north side of Metro area (land is less <br /> e~penstve). <br /> <br /> 3. Comsid~rable amount of people prefer to settle to the north and west <br /> of -the/Metro area for better access to Northern and Western Minnesota <br /> re~rea{ional areas. <br /> 4.
