The regutar meeting adjourned at 8:01 p.m. and the public hearing was called to order. The public hearing adjourned at 9:09 p.m. Council ~eces~ed at 9:09 p.m. Mayor Ga~e~ ¢~lled the regular Council meeting back to order at 9:38 p.m. Case #3: ~li~twood Hills Second Addition Planned Unit Development: Councilme~e~ iSchlueter brought up the fact that in previous meetings it has been men~i~ne~ by Mr. Carson that the developer (NDH) will be selling parcels to varia~s b~lders. According to the City's policy, the City will view the developer's so called financial track record; Councilmember Schlueter stated tha~ i~ her opinion, developer and builder are not synonomous. How is the Cit~ a~sured that the individual builders are financially sound? Isn't the Cit~ losing financial control? City ~n~st~ator Sch~elle replied that the developer that signs the agreement with thei~i~'tyifor the total project is the one who is responsible for all obligation~ i~curred on that project. Councilm~riSchlueter inquired if an in-depth soil test will be performed on the p~o~er~y; that DNR has labelled the soil in this area moderate to severe fOrl b~.~lding. Mr. Cars~n reglied that' there have been considerable soil borings and 75-80% of the p~e~y will meet split-entry type housing requirements without major adjUStments. There are soil borings available and more will be performed as the prO~ec~ progresses and developer is more than will to make them available ~to the City. City Engineer~ Raatikka noted that soil borings will be included in the site and desig~ plan also. Councilm~ ,~beri Schlueter noted that there is a lot of this same type of develop- ment in ~the .~,~tro area and inquired as to Mr. Carson's reasons for feeling that multiple,dwellings will be very marketable in Ramsey. Mr. Carson replied that: 1. The area is so nice with trees, etc. 2. Proper~y is situated on the north side of Metro area (land is less e~penstve). 3. Comsid~rable amount of people prefer to settle to the north and west of -the/Metro area for better access to Northern and Western Minnesota re~rea{ional areas. 4. De~eloper is looking at different styles and housing types to make the prbject more attractive than similar projects in the Metro area. C/January 10, 1984 Page 7 of 13
