Teleterminals seems most willing and able to work
with Ra~sey in a creative way.

Council then'reviewed the bids with Ms. Carroll.

City Attorney Goodrich stated that since this is such a complex bid and
difficult to'analyze and financial matters have not been worked out, the City
would like to not reject any bids, but commence entering into contract
negotiation With the most successful bidder. If an agreeable contract is
arrived at, enter into that contract and reject all other bidders. However,

C/January 24, 1984
