One owner/one vote (of benefitted property as defined in <br /> 8.04.01c) <br /> <br />b. Majority if by 4/5 of Council <br /> <br />c. Greater than or equal to number of original petitioners <br /> (benefitted property includes remote assessments) <br /> <br />Counter Counter Petition <br /> <br />a. One owner/one vote (of benefitted property as defined in <br /> 8.04.01c) <br /> <br /> b. Simple majority (benefitted property owner includes remote <br /> assessments) <br /> <br />commission also noted the intent that: <br /> <br /> 1. ASsessments must be assigned prior to beginning construction. <br /> <br />2.
