C}~alrman Heitman stated that Mr. Dom suggested the following alternatives To t~e initial petition: a. Increase amount of detail required in first petition including assessment formula -- it will be a more sophisticated initial petition to the'Council. b. Inoreame to 50% the initiating petition of abutting frontage. Chairman Heitman stated that three concepts came out at the last Charter Commission me~ting: a. Existing residents have a higher priority than incoming residents. b. Idea of desired developments should not be inhibited. c. Undes~reable development should be inhibited. Chairman Heit~man summarized the Commission's intent for Chapter 8 as follows: a. Abutting can petition. b. Non-abutting cannot petition, however, they do have available to them ~ resolution by a 4/5 Council vote.. c. Abutting must be identified and notified by City. d. Non-abuttzng must be identified and notified by City. e. Abutting can vote to stop. f. Non-abutting can vote to stop. Discussion ensued. Motion by Commissioner Licther and seconded by Commissioner Sieber to recess. Motion aamried. Voting Yes: Chairman Heitman, Commissionems Gamec, Data, Bauerkempem~Lichter, Sieber and Buchanan. Voting No: None. Absent: Commissioners Titterud and Greenberg. The Commlss~on recessed at 9:45 p.m. Chairman Heitman called the meeting back to order at 10:00 p.m. Commissioner!Buchanan expressed concern regarding projects being 100% assessed before the p~oject takes place.
