Chapter 8 and Mr. Dorm comniiing ix~ <br />he will not do so, his job is to criticize what the Commission ~ites -- <br />riot to write ~t for us. <br /> <br />C}~alrman Heitman stated that Mr. Dom suggested the following alternatives <br />To t~e initial petition: <br /> <br /> a. Increase amount of detail required in first petition including <br /> assessment formula -- it will be a more sophisticated initial petition <br /> to the'Council. <br /> <br /> b. Inoreame to 50% the initiating petition of abutting frontage. <br /> <br />Chairman Heitman stated that three concepts came out at the last Charter <br />Commission me~ting: <br /> <br /> a. Existing residents have a higher priority than incoming residents. <br /> b. Idea of desired developments should not be inhibited. <br /> c. Undes~reable development should be inhibited. <br /> <br />Chairman Heit~man summarized the Commission's intent for Chapter 8 as follows: <br /> <br /> a. Abutting can petition. <br /> <br /> b. Non-abutting cannot petition, however, they do have available to <br /> them ~ resolution by a 4/5 Council vote.. <br /> <br />c. Abutting must be identified and notified by City. <br />d. Non-abuttzng must be identified and notified by City. <br />e. Abutting can vote to stop. <br />f. Non-abutting can vote to stop. <br />Discussion ensued. <br /> <br />Motion by Commissioner Licther and seconded by Commissioner Sieber to recess. <br /> <br />Motion aamried. Voting Yes: Chairman Heitman, Commissionems Gamec, Data, <br />Bauerkempem~Lichter, Sieber and Buchanan. Voting No: None. Absent: <br />Commissioners Titterud and Greenberg. <br /> <br />The Commlss~on recessed at 9:45 p.m. <br /> <br />Chairman Heitman called the meeting back to order at 10:00 p.m. <br /> <br />Commissioner!Buchanan expressed concern regarding projects being 100% assessed <br />before the p~oject takes place. <br /> <br />Discussion e]~sued.
