Definitions. <br /> <br />(This is a new section that was added prior <br />to 8.04.01 Procedures, which will now <br />change the numerical sequence of this 8.04) <br /> <br />a) <br /> <br />b) <br /> <br />c) <br /> <br />d) <br /> <br />Abutting'Property Owners - This phrase refers to the owners of real <br />property~in the City of Ramsey, which parcels abut upon a proposed local <br />improvement and benefit f~om the improvement. <br /> <br />Non,Abutting Property Owners - This phrase refers to the owners of any <br />real property in the City of Ramsey which does not abut, but which may <br />receive a benefit from a specific local improvement, <br /> <br />Property Owner ~ Refers collectively to the individual, individuals, <br />entity or entities noted as the fee owner, or in the case of land being <br />purchased under contract for deed, to the vendee thereof, according to <br />the then current records of the Anoka County Auditor, of each parcel of <br />land which is recognized as a separate tax parcel by the Anoka County <br />Auditor,' <br /> <br />Benefit ~ Refers to an actual increase in the fair market value of a <br />parcel of realty as the result of a local improvement. Ail benefited. <br />property:shall be defined before the public hearing on the improvement <br />is conducted. <br /> <br />e) Local Improvement --Refers to any improvement to any publicly owned <br /> facility[, including but not limited to streets, alleys, sidewalks, <br /> sanitary[sewer lines, city water services, storm sewers, drainage <br /> facilities, street lighting, utilities, parks, buildings or other public <br /> propertyi, which improvement is carried out, in whole or in part, under <br /> the authority of the City of Ramsey. <br /> <br />f) Benefited' Property Owners - Includes both abutting and non-abutting <br /> property!owners who benefit from an improvement. <br /> <br />Section 8.04%02.
