I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> WORKSHOP MEETING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A City CoUncil/Staff/Commission Chairperson meeting was held February 8, <br />1984 at the Ra~sey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Deputy City Clerk Sheila Beyer <br />Airport Commission Chairman Jack Ippel <br />Councilmember A1 Sorteberg <br />City Engineer Peter Raatikka <br />Councilmember Gary Reimann <br />Public Works Superintendent Merle Mevisson <br />Planning & Zoning Commission Chairman Ken Peterson <br />City Assessor Les Wirz <br />Park & Recreation Commission Chairman Dennis Donovan <br />Economic Development Commission Chairman Don Greenberg <br />Councilmember Jean Schlueter <br /> <br />CALL TO ORDER <br /> <br />Mayor Gameo called the workshop meeting to order at 7:38 p.m. <br />BUSINESS ~ <br /> <br />City Attorney ~oodrich stated that this meeting is a continuance of the <br />workshop discu~sion held on Tuesday, January 31, 1984. The meeting last <br />week ended'in a discussion regarding City participation in the cost of <br />trunk over$izihg in an industrial area. <br /> . ~ <br /> <br />Councilme~ber Re/mann stated that, in his opinion, the City has to put it's <br />foot for~a~d a~d spend some money to get sewer development started in the <br />industrial'area; the City will be reimbursed by those utilizing the services. <br />He feels ~hat the City should subsidize the trunk costs in it's infancy; the <br />entire City will benefit -- we will have sewer and water, growth, increase <br />in tax base an~ a leveling off of tax levy. <br /> <br />Mr. Schnelle s~ated that a revolving fund would be set up in the City for the <br />purpose °f~subsidizing trunk costs. <br /> <br />Dennis DOnOran stated providing a revolving fund to subsidize the developer <br />in the industrial area is grounds for lawsuit from the developer of a <br />residential a=ea; residential development also benefits the City. <br /> <br />Mr. Schnelle replied that the revolving fund would be for everybody. <br /> <br />Dennis Don0va~ replied that the people have been told they will not be charged <br />for sewe~ andiwater unless they hook up to the system; in reality the people <br />will be paying for it because that revolving fund is made up of tax dollars. <br /> <br /> <br />
