We need a polioy that will enable <br />the City t°. bring in the types of businesses we prefer rather than those types <br />that are U~ble to locate anywhere else. Also do not feel we can set up a <br />general p~icyl regarding the industrial area, it has to be dealty with on a <br />case by ca~e basis. <br /> <br />city AttorneylGoodrich stated that Mr. Ippel's comments refer more to land use <br />zoning issues~r The purpose of this workshop discussion is to discuss sewer <br />financing. <br /> <br />Mr. Schnelle stated that we want to form a policy regarding whether or not <br />the City WantSlsewer and water in Ramsey, how it will be financed and how <br />much City'part~cipation will be involved. <br /> <br />DiscusSion!ensUed regarding 'when do you benefit', 'when is hook up required' <br />and 'when Will! you be assessed~'? <br /> <br />City Attorney ~oodrich stated that not all the businesses on Hwy. 10 need <br />sewer and Water; the City has stated they will not force those businesses <br />to hook up!~to ~he trunk if they do not have the need. There is a limit to <br />the amou~!,tl, you can assess and the City cannot legally assess the total cost <br />to the fewlwh~ need sewer and water. Does the City subsidize those costs <br />with G.OJ bonds until the trunk is being utilized to it's full capacity or <br />does the City irefuse service to those who really need it? <br /> <br />Jack Ippel, st~ted that it is not right to saddle the entire City to provide <br />sewer to one ~nall area where there are those that could hook up to the system <br />but chOoselno~ to. <br /> <br />Mr. Goodrich ~nterpreted Mr. Ippel's comment as 'those along the trunk should <br />be assessed right away'. <br /> <br />Mr. Ippe% sta~ed that he can see subsidizing the cost of excess capacity to <br />be able Boi prgvide service to that entire industrial area at some time; <br />he can't see subsidizing people who are subject to hook up but just don't <br />want to hook ~p. They should be assessed if the trunk is available to them <br />and hook lUp r~quired a short time after installation. <br /> <br />Councilmember!Sorteberg agreed with Mr. Ippel's comments. <br /> <br />Mr. Greenberglstated that the trunk has to go in and be assessed to the entire <br />area it Sexve~ over a long period of time. To place those heavy assessments <br />on a new'indUStry is too burdensome and development will not occur. <br /> <br />Mr. Ken PeterSon stated that the City will not get development unless we have <br />something ~o ~ffer. It will be a gamble and a long term deal.
