Business should not be required to hook up for <br />two years--~ they need time to work this expense into their budgets. <br /> <br />Mr. Donovan stated that an increase in services requires an increase in risk <br />and City parti~pation in the industrial area is reasonable. <br /> <br />Councilmember gchlueter stated that at some point in time, the City has to take <br />a risk and if ~he City is going to go anywhere in that particular area, we need <br />to take that risk. <br /> <br />I <br />I <br /> <br />Mr. Goodrich s%~nmarized this discussion as those present would like to see a <br />policy, in general, that the City will be behind any oversizing that might <br />take place until the system is able to pay for itself. <br /> <br />Ms. Brenda Bauerkemper noted that all City Commission chairmen have been <br />invited tO ~hese workshops except the Charter Commission chairman. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br />Mr. Schnelle r~plied that the commission chairmen present are chairmen of <br />operating City!commissions appointed by City Council. The Charter Commission <br />was appointed by a judge and their purpose is to write the City's constitution. <br /> <br />Mr. GoodriCh stated that at the last workshop, there was talk of a need for a <br />City planner. <br /> <br />councilme~be~r Schlueter stated that a planner would be a very positive addition <br />to the city. ~We need somebody to coordinate all the directions we are coming <br />from and aim those directions toward a common goal. <br /> <br />Mr. Ippel stated that a planner is needed, but we first need a job description <br />for this position; that person must know what he is responsible' for and who <br />he is accountable to. <br /> <br />Mr. Peterson a~d Mr. Raatikka noted that there is a real need to get City <br />ordinances ilupdated and combine those that overlap. <br /> <br />Mayor Gamec stated that he knows of a firm dealing in finance packages to <br />businesses, ci~ies and developers and that firm is willing to make a presentation <br />to Ramsey ~ega~ding financing, tax increment, etc. <br /> <br />Members present were receptive to the idea of such a presentation. <br /> <br />Mr. Goodr£Oh s~mmarized what has been discussed to this point as financing, <br />potential~ need: for a planner/staff preparation of a job description. <br /> <br />Mr. Greenberg: ~tated that the greatest overhead is in personnel; we should be <br />very sure. We have a need for a planner and it is important that this individual <br />be self-~o~iva~ed. <br /> <br />Mayor Ga~e~ s~ated that, in his opinion, the City should not delay too much <br />longer the~hiring of a planner; even if we have to start on a consultant basis. <br /> <br />Discussion ensued regarding Section B of the workshop outline, Housing. <br /> <br />Mr. GoodriCh brought up for discussion whether or not members present feel that <br />the City h~s ~ moral obligation to create more affordable housing; if they do, <br />they sho~l~ discuss lot and house sizes and whatever tools may be available. <br /> <br />C/February 8, 1984 <br /> Workshop Meeting <br /> Page 3 of 5 <br /> <br /> <br />
