I
I
I
I

I

Mayor Gamec stated that the Metro Council mandates that 'you will' provide
a certain a~o~t~ of area for affordable housing.

Councilmemb~r ~chlueter stated that she can go along with affordable housing
as long aS it ~i.s clustered in one particular area. She also does not want to
see the required housing square footage lowered.

Mr. Goodrich p~.sed the question 'does the City want to enable younger people
to settle i~ the community; do we want our senior citizens to remain here;
do we wan~ to ~rovide townhouses and condominiums?'

Councilmemb~r .R~imann stated that condos are the going thing and they are here
to stay.

I
I
I
I
I
I
I
I
I

Counci!me~qer~$chlueter stated that she is not familiar enough with condos to
commit iherself !to an opinion.

Mr. Donovan' stated that he can go along with providing affordable housing as
long as it doeS not destroy the continuity of the surrounding properties.

Mr. Goodriqh stated that the State says we cannot very well restrict pre-
fabricated ~hom~s; we have to allow them to settle where they choose to.

Mayor Game~ stated that if 'affordable' means 'low income, such as row houses',
he is not :in favor of it. For right now and for some time, Ramsey is going to
be an area made up of the upper income bracket. He cannot see getting house
prices soi l°w ~ust to pull those people to Ramsey that cannot afford to live
in Ramsey~

Mr. Ippel~Stat~d that he cannot see where Ramsey has a moral obligation to
provide low income housing. There are affordable homes in the community
right now ($50~000-$60,000).

Mr. Goodrich inquired as to opinions regarding housing for senior citizens.

Mayor Gamea stated that if the senior citizen cannot afford to live in Ramsey,
he will have t~ go where he can afford to live.

Mr. Schne~le POinted out that structures, such as senior citizen high rises,
are allow&~le~ses in Ramsey urban area right now. If the City is negative
to this co~cep~, the ordinances need to be changed.

Mayor Gamec stated he has not objection to townhouses and condos.

I
I
I
I
I

Councilme~9~er Reimann noted that individual units of condos and townhouses are
smaller in square footage, but remember that several condos make up one unit
and theref~re,~T_he exterior size should not detract from a single residential
dwelling ~n the area.

Mr. Ken PeSersOn stated that he feel quite strongly that he would rather see
zero lot ~ne.~ Double and quad type homes have been designed to fit in with
the surro%utdin~ neighborhood. He further commented that he is agreeable to
affordablelho~ing if it means condos, townhouses and apartments. He does
not think the ~ity should provide 235 housing.

Mr. Gree~rgStated that he feels the City has an obligation to it's senior
citizens a~d ~ould provide for affordable apartments. An area should be
planned ~o~ s~nior citizens.

~ C/February 8, 1984
.i Workshop Meeting
__ · ~,~., ~ . Page 4 of 5
