Chapte~ ~2 ~ This chapter establishes that laws that are currently in contra4i~ti~n with the Charter upon it's adoption will be changed to operat~ ~n .~armony with the charter. The charter has to be ia~pr~ved by the Charter Commission and submitted to Council for setting of~ iani~lection date and published in the paper -- once it is published it no longe]r ~n be modified. If an error is discovered at that point, the charter chilli be voted down. We have not make a gross error because we have had !~a!}counsel and long meetings. All meetings have been public; we have s~ici~ed information from public and professionals; we have put together ~sou~d document.
