If submission of the charter to Council were delayed <br />one month~d ~ouncil set an election date 90 days after receipt of the <br />charter, ~h~ eiection would be in the middle of the summer. My decision to <br />proceed wit~ t~e public hearing tonight was based on the fact that more <br />public me~t~ngs will be conducted. If the election is delayed until summer, <br />most peopleiwi:~l be on vacation and will not have an opportunity to vote. <br /> <br />Commissio~e~ S~eber - Nothing we are doing, short of giving the citizens an <br />opportuni~y~tO !vote, is binding in any way to the citizens. We are not a <br />legislati~ei!bo.~; the citizens Will be voting whether or not to use this <br />document ian~ if they vote not it will go away. <br /> <br />Commissio~e~ ~uerkemper stated that the decision to have a public meeting <br />on Februa~lSi,[ 1984 was made the end of January. <br /> <br />Commissio~.~ C~ec - Referred to a comment made that once the charter is <br />published, Ro .dhanges can be made. <br /> <br />Chairman ~e~tm~n - Changes can be made but a new document would have to be <br />submitted iahd i~he 90 day clock would start again. <br /> <br /> f- Stated that he is Chairman of the Airport Commission and he <br />Mr. Jack <br />received 5i~ ~py of the charter draft just this past Saturday and that is <br />not suffiCient!time to review such a document. The Charter Commission is <br />rushing farla Special election in May; why not let the people have more time <br />to review~the ~ocument and make the ~ssue part of the general election in <br />November,~i~ would save the City thousands of dollars for a special <br />election. <br /> <br />Commissione~ S~eber - In my opinion, based on observations, the people who <br />want the ~h~rtgr and who were part of getting the charter started, are <br />afraid th~s late going to happen in Ramsey very soon and waiting for the <br />general eleCtiOn will be too late. <br /> <br /> Commissioner B~hanan - The Airport Commission should have been receiving <br /> copies of!t~.e~harter Commission minutes, the document has been available at <br /> ~t' <br /> City Hall~ ~hei ~me frame was short and ask that you understand that the <br />decision t~'pr%~eed with this meeting was based on the fact that this is <br />the first in alseries of public meetings.
