Commissio~ B~chanan - EDC and Mr. Arnie Cox requested a 30-45 day delay on this p~ic~ ' ~eetlng. If submission of the charter to Council were delayed one month~d ~ouncil set an election date 90 days after receipt of the charter, ~h~ eiection would be in the middle of the summer. My decision to proceed wit~ t~e public hearing tonight was based on the fact that more public me~t~ngs will be conducted. If the election is delayed until summer, most peopleiwi:~l be on vacation and will not have an opportunity to vote. Commissio~e~ S~eber - Nothing we are doing, short of giving the citizens an opportuni~y~tO !vote, is binding in any way to the citizens. We are not a legislati~ei!bo.~; the citizens Will be voting whether or not to use this document ian~ if they vote not it will go away. Commissio~e~ ~uerkemper stated that the decision to have a public meeting on Februa~lSi,[ 1984 was made the end of January. Commissio~.~ C~ec - Referred to a comment made that once the charter is published, Ro .dhanges can be made. Chairman ~e~tm~n - Changes can be made but a new document would have to be submitted iahd i~he 90 day clock would start again. f- Stated that he is Chairman of the Airport Commission and he Mr. Jack received 5i~ ~py of the charter draft just this past Saturday and that is not suffiCient!time to review such a document. The Charter Commission is rushing farla Special election in May; why not let the people have more time to review~the ~ocument and make the ~ssue part of the general election in November,~i~ would save the City thousands of dollars for a special election. Commissione~ S~eber - In my opinion, based on observations, the people who want the ~h~rtgr and who were part of getting the charter started, are afraid th~s late going to happen in Ramsey very soon and waiting for the general eleCtiOn will be too late. Commissioner B~hanan - The Airport Commission should have been receiving copies of!t~.e~harter Commission minutes, the document has been available at ~t' City Hall~ ~hei ~me frame was short and ask that you understand that the decision t~'pr%~eed with this meeting was based on the fact that this is the first in alseries of public meetings. Relative to waiting to November, this Char~e~ C~mmission was given a job to do. GiVes rSghts and responsibilities to the citizens. The present gov~rr~nt leaves the citizens with no direct rights. 2. Ca~ ~ea~ with unique community requirements.
