Can !be ~asily amended to suit potentially changing requirements of a
ci~.. ~%msey is fairly new and not fully developed.

4. Caninc~ude initiative and referendum to give citizens the right to
change And initiate ordinances.

5. Can bright about a healthy community interaction which results in an
understandable form of government by the citizens.

6. Can prowide for better communication as a result of greater citizen
voiae iD government.

Commissioner D~ta continued by saying that a year ago or so, sewer and water
issue came.up and citizens realized that they did not have a lot of rights
and their~futU~e was up to Council.

Mr. Jack IppelI- How are changes made to the Charter after it has been adopted?

Chairman H~itmRn - It will take a petition of 10% of the people to change an
existing~w a~rd prescribing what they would change it to, or it would take
10% of the.people to initiate a law if it does not exist.

Commissioner B~chanan - A significant number of people can petition for a
change in The ~harter. Council can adopt that recommended change by a
unanimous- votel. If Council disapproves the change, it will be put to a vote
of the people.

Susan Beale - 14851 Sunfish Lake Blvd. - Generally, charter amendments are
made at g~er~ elections rather than special elections which can cost
$5000-$600~.

Sheila Beyer - 6410 164th Lane - Ms. Beale mentioned special elections can
cost $5008>to!$6000; if the Charter Commission is so confident of this
document,~ Why ~on't they wait until the general election in November?

Commissioner ~ieber - In my personal opinion, major public improvements
are being ~ro~bsed in Ramsey this summer. Whether they actually go .'
through or no% should, in fact, be up to the residents who have to pay
for those ~mp~vements. Right now, it is up to 3 out 5 councilmembers.

Commissioner ~uchanan - This document is not designed to stop sewer and
water. Council is in a hurry to get their side of the work done from what
I have seen o~ Council minutes.

Susan Beale -!Prefer not to have the charter issue included on the general
election ballo~. There are too many other issues the people have to
consider !a~ t~at election. Researching the candidates up for election
is enough ~o do without also researching the charter. The charter is an
issue im~or~aht enough to deserve it's own election.

Mr. Ken ~eterson - 15407 Hematite - Regarding the newsletter established
in Chapter 12~ who will write it, edit it and access it?

Commissioner ~ieber - ~nat is up to Council.- No rules have been set regarding
the newsietter; just that it will be done. Very few people in Ramsey subscribe
to the City's official newspaper, the Anoka County Union.

Sp CC/February 15, 1984
~ Public Meeting
~ ~:/~ Page 5 of 12
