I
!
I

Sheila Bey~r -! lit seems like the Charter Commission is in a hurry to rush
this char'~e~ t~ough in order to stop things from happening.

Commissione~ BU?hanan - Seriously doubt that if this document is adopted it
will stop. ~$oje?ts. If we were going to rush it through, we could have done
so in three wee, ks like some cities have done.

Dennis Do~OVan 17605 Argon Street - If the Charter Commission intent is to
get maxim~n'..ci~izen involvement, wouldn't that better be accomplished at
general e.~ecti~n time? Ms. Beale says the people are not capable of Voting
~d
on candidates .an charter issue at the general election and yet we are
supposed to'.tr~t these same people to come out and vote on a special election
for such an! im~ortant document.
Mr. Jack 'Zppel~ i' 16443 Jasper - If you are going to take a document to the
citizens for a ivote, it should be something you are comfortable With. You
will get maximum citizen involvement at the general election in November.
You have a ~re~endous head start on educating the public on the charter before
they haV~ t~ ~art considering candidates for office. It seems silly to go
through the~ ad.~itional expense and rush it through without adequate presentation
to the public. I Maybe Council is rushing because the Charter Commission is
rushing a~d,. th~ two are countering each other. This is a serious issue and it
will take ~t~ime ~to educate the public and the general election is the time to
put it to a< vo~e.

Chairman ~eitman - The education process continues once we turn the document
over to CO~n~ci~.

Commissioner L~chter - Have heard from several people that they want to see
the document p~t to a vote soon. We are trying to balance the two points of
view.

Councilmen. r i~rteberg - How do these people who want the charter know what
is in the char~er?

CommisSioner L.ichter - They can attend the public information meetings during
the 90 day ilnt~rim between submitting the document and holding the election.

Councilme~e.~ r $orteberg - If those public meetings are conducted like this one,
the people 'Wil~ leave stupid.

Mr. Jack IP~elI - The Charter Commission has been working on this document since
June, 1983 iand~ they expect the people to become thoroughly acquainted with it
in one meetingi

Commissioner B~. uerkemper - People are not going to study the chapters that make
no change' .~o t~e current procedure; they will zero in on the chapters that
introduce~ dhan,~es.

Mr. Clayto~ Berg - City Building Official - In defense of comments made that
Council i.~ruShing a project through this summer, I have worked for the City
for 7 yeaXs an~ that project is one of the first things I heard about.
Information on! that project also has always been available at City Hall.

Commis S
people aWa:

ir ~ieber - One of the things that Long Term Plan will do is make
~e o~ projects on the board and that they just do not happen overnight.

Sp CC/February 15, 1984
Public Meeting
Pa~e 6 of 12
