I
I
I
I
I
I
I
I
I

Mr. Goodrich.Stated that we need to bring City direction and ordinances
together. ~

Mr. BerglBtated that the reduced square footage requirement is condusive to
affordable housing.

Mayor Ga~ec stated that the sewer service REC charge is too high for
multipledweliings.

Mr. Berg stated that multiple dwellings should receive a percentage of a REC
charge.

Mr. Raatikka ~stated that it is less expensive to service a 100 unit apartment
building than it is to service 100 single family dwellings.

Mr. Berg stated that SAC charges to multiple dwellings receive a credit.

Mr. Schne~le isuggested that the REC charges to multiple dwellings be formulated
on the sa~e ~asis as SAC charges.

Mr. Goodrich summarized the discussion thus far as:

There is a need for affordable housing and the tools for that are:

1,~ Lesser lot size
2. Lesser house size
3 ~ Reduction in REC charges for multiples

Councilmember Schlueter stated that she has trouble accepting that there is
a need for affordable housing in Ramsey right now.

Mr. Berg stated that the current City Code has laid the groundwork for that
type of housing already.

~ouncilmember Reimann pointed out that affordable housing not only pertains
to the young and the seniors but to those persons who want to change their
form of housing in order to be free of maintenance chores.

Council~ember Schlueter stated that the opportunity is here for affordable
housing now with lesser lot and house size and a zoned urban area; there is
no need to push for development of affordable housing.

Mr. Ken Peterson stated that some people are having a difficult time with
the density issue and if it's not what we want, we better revise our
ordinances.. Mr. Peterson further commented that it is difficult to serve
on a c~mis~ion and have a developer show you in black and white that his
propose~i density is allowed and have a number of citizens in the audience
telling youithey don't want that density in Ramsey. Mr. Peterson stated
he is in favor of the City hiring a planner to help out private interest.

Mr. Berg stated that he doesn't see hiring a planner as helping the individual
developer, but rather as helping get more tax base into the City.

Mr. Goodrich inquired if the City should take any more agressive action
towardsaffOrdable housing other than lesser lot and house size and
reducttans in REC charges to multiple dwellings?

C/March 5, 1984
Workshop Meeting
