Mayor Ga~eC t~rned the discussion to the Community Sign and stated that there are very i~po~tant events in the community that should be posted rather than the regularlY~Council and Commission meetings. Fir. Good~ich Stated that the Community Sign issue will be placed on Council agenda f~r March 12, 1984. Members reviewed Item C. Staff Background of the workshop agenda. Members Proceeded to review Item D. Staff Goals of the workshop agenda. Discussio~ en~ued regarding the purpose and need for a long range plan, a 5 year capita~ improvement plan. The feeling is that it is needed in order to set gO&ls for the City. Mr. Gree:nb~r~ stated that on of the major problems is there is so much industrial land in Ramsey and it will be a problem holding that land and finding people that can afford to hold that land until it can be developed as it should be. We have to find a way for that land to be held without taxing the oWner to death. councilme~be~ Reimann inquired as to how we convince the State and County of this need for a tax break for land owners? Mr. Pete~son noted that ordinances allow for down zoning, but that would also open the land up to home building. Mr. Schnelle stated that downzoning will be changed during codification, if Council approves. Downzoning could create a bad mix in the future. Mayor Gamecstated that there should also be a policy to let prospective buyers know Where sewer and water is going to be. Mr. Goodrich stated that another workshop meeting is scheduled for March 14, 1984 at which meeting there will be guest speakers making a presentation regarding financing packages such as tax increment financing. There should be an additional workshop meeting to pull together all the information gathered at all the workshop meetings. Mayor Ga~ec~noted that the Charter Commission has completed the charter and submitted it to the City. Mayor Gamec stated that it is a good charter and a charter doesn't stop sewer and water and it doesn't stop development. He stated that the Charter Commission has also found that this City is run very well. ~ Mayor Gamec further commented that the City should follow it's plans e.~d not back up; if council sits and waits for the people to make the deoisions, then Council is not doing their job. Mr. Ken~Peterson stated that there are many times when Council should put more faith~in City Staff; many things could be handled on the administrative level.
