I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Schnelle replied that there are citizens who understand the Form A type <br />of goverr~nentiand do question Staff's actions. <br /> <br />Mayor Ga~ec s~ated that those citizens only need to be told that Staff is <br />following ~iti policy and if they question Staff actions further they should <br />be told to apgroach Council with their concerns. <br /> <br />Mr, Schnel'le replied that the Charter Commission is very concerned with how <br />much authOlxi%Y Staff has. When the charter is in effect, it can no longer <br />be an un4~rs%~nding between Council and Staff. The citizens will have the <br />right to ~ake-legal action against Staff for not acting under specific <br />directionof Council. <br /> <br />Mr. Schne~le ~lso stated that he doesn't like the feedback that Staff is <br />dictating lCo~cil. Information passed along in the council agendas was <br />intended for ~ouncil information and use. Mr. Schnelle suggested that a <br />resolutio~ he, adopted stating Council's desire for Staff to make and <br />prepare rec~endations and that Council is not obligated to accept those <br />recommendations. <br /> <br />Mr. K~n Pete~Son stated that periodically, every two years for instance, a <br />presentationshould be made regarding the comprehensive Plan as an <br />instructional help. <br /> <br />Mayor G~mec ~greed with Mr. Peterson and stated a review of the comprehensive <br />Plan peri6dically would also be beneficial to new Council and commission <br />members. <br /> <br />Mr. Goodrichreferred to D.2.m Upgrade City Bond Rating and stated that <br />economic ~evelopment and incentive for development equals a higher bond <br />rating and a~better bond rating means better interest rates. <br /> <br />Mr. Schnelle stated that it is important for the City to keep a good bond <br />rating. 'Investors look at the City's bond rating when considering investing <br />in the City. Mr. Schnelle also commented that a constant changing in <br />Counoil persons also looks bad for the City; it gives the impression that <br />the citisens are dissatisfied. <br /> <br />Mayor Ga~ec stated that another consideration for a future goal should be <br />the hiring of part time help in the City Offices to take care of minor <br />work details. <br /> <br />Mr. Schnelle stated that office space and storage space at City Hall is <br />very limited and the addition of more personnel is going to lead into real <br />problems, <br /> <br />Motion by Councilmember Reimann and seconded by Mayor Gamec to adjourn this <br />workshopimeeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None.
