Refer t~ P~ge 5, Paragraph 11, of these minutes for further action <br /> regar4i~g ~he approval of the February 28, 1984 meeting minutes. <br /> <br />NOTE CITY C~)UN~IL MI~3TES <br /> <br />Charter CO~isSion noted regular City Council minutes dated February 28, 1984. <br /> <br />Charter Co~mission noted letter from Mr. Ben Deemer of the Planning Commission. <br /> <br />COMM I SS ION, !i BU$!INESS <br /> <br />Commission:con. sensus is to review and respond to Mr. Ben Deemer's letter. <br /> <br />Item #1: <br /> <br />Mr. Deemer's ~omment: "Whatever happened to good old fashioned page numbering <br />of documents?! You are not writing a document to impress someone with your <br />knowledge. Of bureaucracy, you are writing something the ordinary citizen can <br />understand. ,, <br /> <br />Commission ReSponse: The page numbering system utilized was for clarity sake <br />during C~ha~te~ preparation and designates chapter, page number of that chapter <br />and char~r ~aft revision number, i.e., 4-1/7 represents 4th chapter, page 1 <br />of that ~hapt~er, 7th revision. <br /> <br />Item ~2: <br /> <br />Mr. Deem~'s. Comment: "Page 4-1/7 - The use of he/she and his/her as parts of <br />the d0cU~ent ~ould be replaced by '~they' and 'their'. Use of this type of <br />English. Shoul~d be reserved for lawyers who didn't pass in English. 'They' is <br />the "indefinite singular antecedant", used in place of the definite masculine/ <br />femine h~/sh~. 'Their' is also used to replace his/her after an indefinite <br />singular &nt~cedant. Although your use is not wrong, it is incorrect grammar, <br />and occurs o~ Page 4-1/7 and 5-1/7." <br /> <br />Commission Response: This point is rather insignificant and no action will be <br />taken by the !Commission. <br /> <br />Item #3: <br /> <br />Mr. Deem~r'S!Comment: "Page 5-2/7 - 'last city wide election' - in Section <br />5.03. I% is~conceivable that the last city wide election could have been a <br />specialieleC~ion with very few voters, thereby lowering the number of signatures <br />require~orlpetitions, and the situation coLLld be self perpetuating. With the <br />low humbler O~ percentage required, the phrase 'last presidential election' or <br />'last st~teWide election' would serve the majority of the people better." <br /> <br />CommissiOn Response: Commissioner Gamec did attend the March 6, 1984 meeting <br />of Plan~ing.~nd Zoning and at that time Ccm~issioner Ga/nec pointed out to <br />Mr. Demeter ~at the required number of signatures required on a petition is <br />not bas~4 o~ the number of voters at the last City wide election, but rather <br />on the n~m%b~r of registered voters at the time of the last City wide election. <br /> <br />CC/March 8, 1984 <br /> Page 2 of 6 <br /> <br /> <br />
