I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CommiSs~oner Zimmerman inquired as to how many years it will <br />taka ~o }fill the 2 new sites. <br /> <br />Mr. Cook stated that he did not know the answer to that at this <br />time; h~ would have this information available when the <br />presentation is made to Council. <br /> <br />Commissioner Zimmerman inquired if there are any plans to extract <br />methane gas from the site. <br /> <br />Mr. Otter replied that they are currently evaluating potential <br />usersl o~ methane gas; technology is rapidly advancing in this <br />area ~and we are looking, in conjunction with the County and <br />CitY, fdr potential users of landfill gas. <br /> <br />Commissioner Johnson inquired if there is contamination at the <br />exiSfing landfill site. <br /> <br />Mr. CoOk stated that testing shows volatile organic compounds. <br />MinnesOta Pollution Control presented a paper on VOC's which <br />concluded that even a landfill site that never accepted <br />chemicals has VOC and they migrate easily in the environment. <br />AboUt a~year ago, VOC's were detected at the existing site and <br />it was qot a surprise. What did surprise us, was the amount of <br />high ico~centraction of VOC's. In February, we had a different <br />firmrud the tests; this firm is one of the few who know how to <br />analyze!VOC's. The new tests showed a significant decrease in <br />the number of VOC's detected and the level to which they were <br />detected. We made a proposal to MPCA to do expanded monitoring <br />at t~e ~ite which should begin in a week or two. We expect the <br />VOC ~eading to be significantly less. A VOC reading of 20 parts <br />per billion doesn't mean anything; that site was initiated in <br />1967~and is acting just like it should act in a sand environment. <br />The pat~ we are embarking upon is getting an accurate assessment <br />of w~at !VOC's are in the area and are they migrating to adjacent <br />water s~pplies. <br /> <br />Mayor Gamec was present and stated that lawsuit and contract <br />ne§Otia~ions have been in executive sessions for two years and <br />we havelfinally come up with what we feel is the best agreement. <br />MaY~r G~mec requested that Planning and Zoning schedule a <br />public ~earing regarding Waste Management's request for a <br />conditional use permit. <br /> <br />MotiOn by Commissioner Deemer and seconded by Convnissioner <br />JohmSon'that Ramsey Planning and Zoning Commission conduct a <br />public ~earing regarding Waste Management's request for a <br />conditional use permit on June 25, 1984 at 7:30 p.m. <br /> <br />MotiOn Carried. Voting Yes: Chairman Peterson, Commissioners <br />Deemer, iZimmerman, Johnson, Hendriksen and LaDue.
