I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br />Mr. MOerSfelder stated that Waste Management has been negotiating <br />withi~amsey and Anoka to purchase the current landfill and <br />proPertY!adjacent to the south. The proposed contract will: <br /> <br /> 1. Place title to the present landfill and the acreage <br /> t~Smediately to the south in Waste Management of Minnesota, <br /> I6c. in exchange for compensation to the Cities of Anoka <br /> and Ramsey for that property. <br /> <br /> 2. Resolve the current legal action between the Cities of <br /> Anoka and Ramsey with respect to the ownership of that <br /> p~operty. <br /> <br /> 3. P~ovide the further assurance of the financial strength <br /> of Waste Management, Inc., the parent corporation of <br /> W~Ste Management of Minnesota, Inc., that the City of <br /> R~msey will not be liable for any activities that have <br /> taken place on the landfill site either in the past or in <br /> the future. <br /> <br />P~ovide similar assurances from Waste Management, Inc. <br />.that if remedial action is necessary at the landfill site, <br />such action will be taken. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5. Provide for the consideration by the City of Ramsey of <br /> Waste Management's request for the conditional use permit <br /> <br /> ~ t~at we bring before you in a preliminary manner this <br /> e~enzng. <br /> <br />Mr. ~Roger Berres stated that Waste Management is a international <br />service !company; Waste Management of North America includes 200 <br />operating divisions and employs 7000; Waste Management International <br />empl~ys~8000 persons. He then presented slides of landfill <br />development facilities in other parts of the Country. Mr. Berres <br />requested that as the Commission considers this conditional use <br />permit ~equest, they focus on the facts that Waste Management <br />has established financial capability to develop a first class <br />siteTan~ also has engineering and construction expertise. <br /> <br />Mr.:DoniOtter stated that Waste Management took over the site <br />in 1969iand operations throughout this time have been conducted <br />by Mr. Terry Miller; the operation itself is rapidly running <br />out Of ~pace. <br /> <br />Mr. Hank Cook stated that he has been involved in the design of <br />landfili sites for about 12 years. Time is involved in getting <br />a new site or expanding an existing site and we need space in <br />ord~ t~ continue operations to allow for orderly development <br />of ~he'~ite. Mr. Cook then made a slide presentation of modern <br />landfill development technology. <br /> <br />Cha~rma~ Peterson inquired if a liner might be required on the <br />existing site someday. <br /> <br />Mr. cook replied that if a problem was shown to exist with <br />grou~d~Water, there are remedial actions that can be taken. <br /> <br />P & Z/June 5, 1984 <br /> Page 6 of 8 <br /> <br /> <br />
