WaBte Management has agreed to have the parent <br />corporation provide it's financial strength so that Ramsey will <br />not beili~ble in the event that it is ever brought to task for <br />it's l~v°lvement with the landfill, either as owner or supervisor <br />of tha~ l~ndfill. The parent corporation will provide assurances <br />that if there are problems requiring remedial action, the money <br />will be there to take care of those problems. As a condition to <br />that contract, Waste Management has asked for a Conditional Use <br />Permitlto~operate the landfill both in the South and in the <br />environmental improvement to the North. <br /> <br />Mr. M~ers£elder stated that any final determination regarding <br />Site P~is~not likely to be made for another year and a half; <br />in the~me~ntime, the current landfill is reaching capacity and <br />beca~s~ o~ leadtime necessary to continue disposal of waste <br />uninterrupted, the conditional use permit is part of the negotiations <br />leading iDto the landfill contract. <br />Mr. Moers!felder stated that the conditional use permit addresses <br />three factors: <br /> <br />1. Th~ere is a possibility no new site will be selected under <br /> W~ste Management Act and some provision must be made for <br /> future landfilling in this community. <br /> <br />o <br /> <br />Th~ere is a possibility that Site P will be selected, but <br />on a timetable as such that there may be months or more <br />p~ssing after the present capacity is finished and Site <br />P ~can come on line. <br /> <br />i <br />I <br />I <br />I <br />I <br /> <br />3 <br /> <br />S~nce the time that this landfill was sited in 1967, there <br />have arisen certain environmental concerns that-Waste <br />M~nagement feels can be alleviated in order to provide <br />Ramsey protection and provide Waste Management assurance <br />t~at remedial action guarantees will not have to be called <br />upon by the parent corporation. <br /> <br />Mr. D~n Otter stated that Waste Management took over this facility <br />in the e~ly 1970's. The planned end use of this site as a park <br />were Pro~ses of past owners of the site. Problems associated <br />with ~ha~ type of end use could be deterioration of final cover, <br />infiltration and environmental problems. Waste Management, as <br />ownerB o~ the site, when documents are signed, is proposing that <br />the end ~se be open space. Other uses could be evaluated by <br />Council and County. <br /> <br />! <br />! <br />I <br />I <br /> <br />Mr. Roge~ Berres stated that he understands the concerns of the <br />citizmnsland requested that they keep an open mind and process <br />the i~fo=mation presented tonight. Mr. Berres stated that in <br />terms !of!landscaping and vegetation, he is not proud of the <br />presemt development but Waste Management has been operating under <br />a lease.~ Landfill is a very passive use of land; landfills make <br />no demands on schools, fire protection and police protection and <br />it pa~s ~eal estate taxes.
