Waste Management, as a company, needs to <br />unde~tl~nd~ the concerns so we can react to them; in this <br />industry ~t is important that companies maintain a high profile <br />and do ~th~ Job right. <br /> <br />I <br />I <br />I <br />I <br /> <br />Mr. Be=res stated that Waste Management, Inc. is the parent <br />company o~ Waste Management of Minnesota, Inc. Waste Management <br />Inc. ig~ a~ international service company exclusively dedicated <br />to the ~n~ronmentally secure management of modern urban waste. <br />WastelMan~gement Inc. has been selected as coordinator of solid <br />waste~dis~osal at the Olympic games and Company has annual sales <br />in ex~ss, iof one billion dollars. Waste Management Inc. is <br />divid~ i~to two groups; Waste Management of North America <br />inclu~ngi200 operating divisions and over 7000 employees and <br />WasteiManagement International which employs over 8000 persons. <br />Mr. Be~re~ presented slides of sites in other parts of the <br />Country. ~ <br /> <br />I <br />I <br /> <br />Mr. H~k Cook stated that he is District Engineer for Waste <br />Manag~men~ of Minnesota and has been designing landfill sites <br />for I~!~ye~rs. Mr. Cook stated that Waste Management is proposing <br />an envirof~nental improvements plan and a Southerly horizontal <br />expanSion!to the existing landfill site. Mr. Cook presented a <br />slide Of the existing site showing three parcels of land: <br />the central 160 acre parcel (existing operation), the North 80 <br />acre parcel and the South 70 acre parcel. Waste Management is <br />asking~fo~ a conditional use permit for the North 80 and the <br />South,?0.' It is not Waste Management's intention to fill all <br />of tha~ a~reage; we need a conditional use for all the acreage <br />becau~ there will be certain sedimentation basins that need <br />to be constructed, there will be fencing, drainage ditches and <br />ma~y ~he~ aspects to this landfill site. Life of the Northern <br />expam~ton~would be 5 years and Southern expansion would be 3 <br />years.~ The Northern expansion includes a number of environmental <br />improyeme~ts. Both of these facilities would be total containment <br />facilitieS; they will be designed with a liner and a leachate <br />colleleti°~ system to totally contain any leachate generated within <br />that l~nd~ill site. Another aspect of the North expansion is to <br />provide ¢~rtain environmental improvements to the existing landfill <br />site~; !.th~ north slope is presently experiencing some settlement <br />that i~ r~sulting in poinding of water and that ponding results <br />in lea~ha~e. The existing site does not have a liner and Waste <br />Manage~en~ is proposing to put in an infiltration barrier over <br />that pbrt~on of the site and substantially reduce the amount of <br />infiltration producing leachate. Over a 20 year period we are <br />talkin~ w~ll over 80 million gallons of potential leachate that <br />woUld be'generated that this site would prevent from being <br />gene=a~e~ with these environmental improvements. In addition, <br />these ~mp~ovements will provide better drainage on the site and <br />they lW~l~ recontour the site to provide more aesthetic appearance <br />on the! s~ope. Mr. Cook presented slides showing base grades, <br />final !co~tours, leachate collection system and engineering cross <br />section ~f the site. Mr. Cook stated that currently there are <br />somei~a~es as steep as 3 to 1 and this would be recontoured to <br />a 4 ~o i~iislope. Total elevation will be increased by 20' in a <br /> <br /> Council/P & Z <br /> Public Hearing <br /> <br /> <br />
