Another important aspect we are <br />addin$1~i~iis the infiltration basin and it will collect any <br />surfa¢~ water runoff from the site so that it will be contained <br />within~thAt property. Part of the plans include removing and <br />repla¢ingltrees along property lines and the placement of fencing <br />aroundlth~ site. We are also looking at outboard berms to deflect <br />noiselmpWard. <br /> <br />Mr. COOk ~hen referred to the South expansion area and stated that <br />the design would be identical to that of the North area. <br /> <br />Mr. Cook then presented an artist's rendering of proposed <br />impzoveme~ts to the complete facility. <br /> <br />Mr. Cook then gave a slide presentation on modern landfill <br />technology. <br /> <br />Mr. Co~k ~tated that the types of waste that would be accepted <br />at thin, landfill site would be municipal solid wate -- no toxic or <br />hazardOus!waste would be accepted at this site. The general plan <br />of operation includes a legal description of the site, areas <br />propo~d ~or filling, current licenses and permits, proposed <br />modifications to the site we are requesting, operating requirements <br />are outlihed, access, hours of operation and traffic flow patterns <br />and o~si~e structures. <br /> <br />Mr. GOok ~tated that the operation plan deals with nuisance <br />condi~on~, and how to handle them. Fences will be used for <br />litte~ control and closing the site on extremely windy days. <br />Material~will be selected to minimize dust generation and water <br />truc~$~iwi~l be used to control dust. Daily cover operations <br />cont~oi oldor and vectors (flies and rats). A rat cannot live in <br />a ma~O~ ~andfill site because of the methane gases. Rats come <br />from 'out ~f the collection vehicle. Accident prevention is <br />achieved 'through backup alarms and daily cover provides for <br />fire ip~o~ection. <br /> <br />Mr. Gook istated the site is intended to be established and <br />main~min~d so ~hat it will not be detrimental or endanger the <br />publ~ih~alth,safety or general welfare. It is also intended <br />to hav~ a monitoring Program ~o make sure that this is occuring <br />thro~_~ghout the life and after the site is closed. It is also <br />inte~di!to be established with the current and future regulations <br />of variods agencies and governmental units. We are looking at <br />desi. g~in~ every aspect of the landfill site so that it is not <br />un$ig~!tlY. We are also looking at improving certain aspects of <br />the ~,te iwith these developments. We are looking at developing <br />it in a Way that it will be in harmony with the neighborhood. <br />We a~ l~oking at developing it so that it's end use will not <br />rest=~ct lenjoyment of other people in the area.
