Mr. Brad:~jorklund - 3416 Roosevelt St. N.E., St. Anthony - Mr. BJSrklund stated that the home he was raised in was built on a 18nd~ill and he is very familiar with problems associated with tand~ills. He stated that he has served on the St. Anthony Planning ~ommission for 7 years and chaired that Commission for the last ~wo years, he has served on the Metro Council Land Use Advisory Committee since 1977, he has been a real estate appraisor for 12'years and he has done some work for Charles LeFevre, the City's:eo~sulting attorney. Mr. Bjorklund stated that he is in no way!affiliated with Waste Management; Waste Management is paying for his services, regardless of the results of his findings. Mr. BjOrk~und stated that his input tonight will be his opinion and °~ly his opinion as a professional real estate appraisor regard[ngithe possibilities of this proposal. Mr. BjOrklund stated that he examined the landfill site, all the planS[ and!neighboring properties. Based on his exmmination, he doesn't see much of a concern with respect to adversely affecting propertie~ to the South in the industrial area. However, to the North, in; the area of single family homes, these people have a prob~em. Mr. Bjorklund stated that he thinks the problem can be mediated ~nd by problem he means there would be a reduction in value. M~. B3orklund stated that he doesn't think there is a reductioni in value based on methane, odors, blowing debris, water contamination or traffic control; the noise will be the problem. Mr. Bj~rk~lund stated that the dozers, crusher machines and earth moversl ar~ creating real noise problems and the packer trucks will too as: t~ey get closer and closer to the homes. It is a problem becaUs'e ~it zs a persistent all day noise. Mr. Bjorklund further commente~ that he certainly did not like the noise and would not want to l!ive there himself. Mr. Bjorklund stated that he told Waste Management that there should be some solutions to the noise problem ahd if they fix the noise problem he would be willing to say that he doesn't think there is going to be a detriment to the value of ,these homes. The meeting recessed at 9:35 p.m. Chairman ~Peterson called the meeting back to order at 9:45 p.m. Mr. Bjor~lund stated that Waste Management says they can reduce engin~ a~d back-up beeper noises; it would be up to the City to enforce ~his. If Waste Management does achieve this reduction in nOise,i Mr. Bjorklund believes there will be no significant redu¢~iod in property values. Mr. Bjorklund stated that he has represented cases in court regarding reduction in value because of adjacent encroachments; it is very difficult to prove a loss in value and it is a long up hill battle. Mr. Bjorklund stated that he is not endorsing the Waste Management Company or it's ability but he does see a very enthusiastic company.
