He stated that he has served on the St. Anthony <br />Planning ~ommission for 7 years and chaired that Commission for <br />the last ~wo years, he has served on the Metro Council Land Use <br />Advisory Committee since 1977, he has been a real estate appraisor <br />for 12'years and he has done some work for Charles LeFevre, the <br />City's:eo~sulting attorney. Mr. Bjorklund stated that he is in <br />no way!affiliated with Waste Management; Waste Management is <br />paying for his services, regardless of the results of his findings. <br /> <br />Mr. BjOrk~und stated that his input tonight will be his opinion <br />and °~ly his opinion as a professional real estate appraisor <br />regard[ngithe possibilities of this proposal. <br /> <br />Mr. BjOrklund stated that he examined the landfill site, all the <br />planS[ and!neighboring properties. Based on his exmmination, he <br />doesn't see much of a concern with respect to adversely affecting <br />propertie~ to the South in the industrial area. However, to the <br />North, in; the area of single family homes, these people have a <br />prob~em. Mr. Bjorklund stated that he thinks the problem can be <br />mediated ~nd by problem he means there would be a reduction in <br />value. M~. B3orklund stated that he doesn't think there is a <br />reductioni in value based on methane, odors, blowing debris, water <br />contamination or traffic control; the noise will be the problem. <br />Mr. Bj~rk~lund stated that the dozers, crusher machines and earth <br />moversl ar~ creating real noise problems and the packer trucks will <br />too as: t~ey get closer and closer to the homes. It is a problem <br />becaUs'e ~it zs a persistent all day noise. Mr. Bjorklund further <br />commente~ that he certainly did not like the noise and would not <br />want to l!ive there himself. Mr. Bjorklund stated that he told <br />Waste Management that there should be some solutions to the noise <br />problem ahd if they fix the noise problem he would be willing to <br />say that he doesn't think there is going to be a detriment to the <br />value of ,these homes. <br /> <br />The meeting recessed at 9:35 p.m. <br /> <br />Chairman ~Peterson called the meeting back to order at 9:45 p.m. <br /> <br />Mr. Bjor~lund stated that Waste Management says they can reduce <br />engin~ a~d back-up beeper noises; it would be up to the City to <br />enforce ~his. If Waste Management does achieve this reduction <br />in nOise,i Mr. Bjorklund believes there will be no significant <br />redu¢~iod in property values. Mr. Bjorklund stated that he <br />has represented cases in court regarding reduction in value <br />because of adjacent encroachments; it is very difficult to prove <br />a loss in value and it is a long up hill battle. Mr. Bjorklund <br />stated that he is not endorsing the Waste Management Company or <br />it's ability but he does see a very enthusiastic company. <br />Mr. BjorRlund stated that he has not completed a written formalized <br />appraisa~ on any property; this is only his opinion. <br /> <br />Council/P & Z <br />Public Hearing <br /> Page 7 of 23 <br /> <br /> <br />
