!
!

Mayor Dame~ . We are not completely happy with what the State does
to us ~t t!lmes. We looked at what the State is going to do for
us. Th~ S~ate is going to give us a landfill and they are going
to takei:an~ther $.15 (according to Northwestern Bank economist
projeC~ion~), approximately $168,000. The contract we signed, and
these ftgu.~es have now gone up, we would get $252,000. We also
found out ~hat Andover has been working on a pollution problem with
hazardOUs ~aste. Andover did a $200,000 study to see if those are
really bar~els with hazardous waste. In the meantime, the people
sat t~ere.i We wait and wait and the ones that are coming out
ahead a~e.~he attorneys (no reflection on Mr. Goodrich). I am
sick am~ t~red of letting the State and every other agency run
the Cirt~ O~ Ramsey; it's about time local government people get
involved a~d look out for what's good for your City. Let's get
a lit~l~ blit more for ourselves besides what the State is offering.
They ~aVe:~one good and there are a lot of new things coming up;
Natal~eilH~[as has done wonderful things since she took office.
I thi~ki weI have a written guarantee which seems to hold up better
than just ~a law or an ordinance.

Bill K~gu~ - 6700 153rd Lane NW - Request Council to consider the
views oY ~eople at this hearing and the views of the 700 people
that s~gned petitions opposing the proposed expansion. If Council
does no~t donsider the views of the residents, Council may not be
aroumd ~o !enjoy the fruits of whatever happens after the next
election.~

Mr. Haugg~et - 15321 Hematite - My property abuts the proposed
expan~f~n;iand concerned with conditions being included in the
contract ~o protect the homeowner. I also do some appraising
and I-mm sure we have lost 20% of our home value.
Mr. G~odr~ch - There is no provision in the contract specifically
for reduc~io~ of home values. There is no specific provision
unless Codncml would take some of the revenue to assist homeowners
affected. ~

ChairmanI e- 16447 Jasper - Am a citizen of Ramsey and
Airport Commission in Ramsey. There is a current
study'Under way by the State and the City of Rsmsey regarding
the fe-asi~ility of making Gateway North a municipal airport.
One of~the requirements for a municipal airport to obtain State
and Federal funding would be certain zoning restrictions be in
place; nos only in land useage but in air space. Our consulting
engineer, iMr. Larry Koshak, will determining whether or not there
could:'be ~ conflict between landfill height and airport air space
restrleti~ns. Birds that gather at landfills could also create
a probtemlwith air traffic. With regards to the $15,000,000 --
that mSgh~ not be so much money 50 years from now. With regards
to co,ties looking for places to put their own garbage generation,
is An~ka County garbage the only garbage at the Anoka landfill?
I would t~agine a lot of the garbage is coming from Hennepin
CountY, Maybe other counties should be more responsible as to
wherei~heir garbage goes. I have spent a lot of time at Ward
Park:in Ahoka and I was told that used to be the Anoka dump; I
guessikhe~e is a lot that can be done with a completed landfill.

Council/P & Z
Public Hearing
Paze 16 of 23
