I
I

Mr. Jack !~pel (Continued) - With regards to Site P, it looks
favora~ei$or Site P to be selected; why create a problem some-
where i~se~when you already have a problem in Ramsey. By approving
the exp~nsion, is there any chance for the size of Site P being
limited!to,little less than half the area being utilized rather
than the e~tire section of Site P.

i
I
I
I

Mayor Game¢ _ It is possible. Commissioner Haas will be speaking
later and ihe could address this.

Mr. Jack Ippel - Where is the runoff from the landfill going to
go to?~ W~at happens to the leachate?

Mr. Co°k - The plans I presented show three fresh water infiltration
basinSl~ L~achate in the expansion area will be collected and
removedlfrOm the site; it is commonly disposed of at a sewage
treatment plant.

Mr. Jack I~pel - What is 80,000,000 gallons a percentage of?

Mr. CoOk -iInfiltration would be constructed over 31% of the site.
Infiltratipn eliminated would be 80,000,000 gallons over 20 years,
therefore ~he other 2/3's will produce a 160,000,000 gallons of
leachate over 20 years. When one looks at the amount of ground
water ftowlunder the site you will find that that is in the
million~ also.

Mr. Jack IPpel - You are providing the protection to the North
where the, ground water flow supposedly isn't going. What
protectlon~is being planned for the East and the South?

Mr. Cook -iPlans call for a sludge cap over the remainder of the
landf~ll S~te, an infiltration barrier on the North. The reason
it is P~aC~d on the North is because it is the upstream side;
it is J~sti as important to protect the upstream side as the down-
stream sidle.

Mr. Jack Ippel - If you are going to haul it out of there, don't
you want t~ haul it out from where it's going?

Mr. Cook i Mr. Ippel is confusing the ground water with the
leachate t~at will be collected at the new site. Ground water
is no~ lgo".~ng to be collected as part of this proposal. There
are pO~i ~ons of the site where you cannot get under them to do
anything about; those are the portions of the site that you have
to look a~ in terms of what measures to reduce the amount of
leacha~e ~ould be the best, what measures can you afford with
the a~OunC of ground water flow, the amount of tenuation and the
amount !of ~ dzlutmon that will occur. We looked at it and decided
that the North side is the most practical place to put these
improvements on.

Mr. jack Zppel - Council and Planning Commission are doing a
super~jOb land do not envy the decision they have to make.

Council/P & Z
Public Hearing
