Oom~ <br />say the <br />paper <br />Deemer a~ <br />for a~otl <br /> <br /> ~sioner Johnson suggested that a second appraisor be <br /> ~ed. <br /> <br /> Commissioner Johnson directing City Staff to request <br />Councl! a',proval to the hiring of an independent consulting <br />appraisor' to address Item (f) of Standards for Consideration <br />regardtnglaffects to property values adjacent to the landfill. <br /> <br />Commissioner Deemer seconds the motion for further discussion. <br /> <br />Further D~scussion: Commissioner Kennen stated that he feels <br />there ~s ~n obvious decrease in property values adjacent to <br />a land~il~ and a second appraisal is a waste of time and staff. <br />Comm%sSioher Johnson stated that he has a problem believing <br />Mr. B!jDr~lund's comments that a reduction in noise level at <br />the ~ahd~ill will result in 'insignificant property devaluation <br />Comm~s~iober Hendriksen stated that even if property values <br />only g!o down by a negligible amount but take longer to sell -- <br />it is a ~oss. Commissioner Hendriksen further commented that <br />he does ~ot need a second appraisal to form this opinion but <br />he is not opposed to a second appraisal. Commissioner Deemer <br /> nt the point of the properties being any further <br /> than they already are by the proposed expansion. <br /> ~er Hendriksen stated that the additional time period, <br /> would be detrimental. Commissioner Deemer stated that <br /> some of the homes in that area and commented on the <br /> f people buying in that area and saying they didn't <br /> landfill was there. Commissioner Deemer stated the <br /> ~values are already decreased because of what is there; <br /> ~ot go away; further expansion is not going to change <br /> iissioner Deemer stated that the public hearing minutes <br /> ~xpansions will be complete in 8 years; this is on <br /> we can hold Waste Management to it. Commissioner <br /> .ded that currently, Waste Management could keep operating <br /> .er 25 years if the lawsuit is never settled. <br /> <br />MotiOn c~rried. Voting Yes: Commissioners Zimmerman, Deemer, <br />Johns~n, iHendriksen and LaDue. Voting No: Commissioner Kennen <br />Abstain ~ Chairman Peterson (Commissioner Kennen stated his <br />reas,m fSr a 'no' vote as he doesn't feel a second appraisal <br />has a~Y relevance on what information he needs) <br /> The COmmSssion proceeded to review the Criteria for Approval. <br /> a) Thatithe establishment, amintenance or operation will not <br /> be d~terimental to or endanger the public health, safety <br /> or g~neral welfare and is not contrary to established <br /> standards, regulations or ordinances of other governmental <br /> agencies. <br /> No C~mmission comment. <br /> Thati each structure or improvement is so designed and <br /> !cDns~ructed that it is not unsightly, undesirable or <br /> O~nokious in appearance and that it will not hinder the <br /> <br /> P & Z/July 3, 1984 <br /> <br /> <br />
