An EIS is mandatory <br />f.~or ',he project. The Metropolitan Council has been designated as the <br />~s~ msible government unit {RGU} for preparing the EIS. <br /> EQB 'ules require a public scoping process f'or any EIS {6MCAR, 3.030). <br />i~his process serves to identify issues relevant to the proposed project <br />'and".estricts the EIS to studies concerning these issues. The Council <br /> ~as' )repared an environmental assessment worksheet {EAW} for the Flying <br /> ~lou Sanitary Landfill expansion, in accordance with EQB rules, as the <br />~ '~as for a scoping document. A public scoping meeting was held on March <br /> , 183 and a comment period was open through March 16, 1983. A final.. <br />i SCo ing decision shall be issued within 15 working days after the close <br /> (~f ne 30-day scoping period, or by April 6, 1983. <br />~Thts'. document represents the Council's decision as to what issues should <br />r.be ~ddressed to complete an adequate EIS on the project. This scoping <br /> i,~ec.~ion is to be the basis for preparing the EIS and for evaluating its <br /> ade( uacy. <br /> <br /> ~n ~ccordance with EQB rules, after the scoping decision is made, the RGU <br /> ~Meliropolitan Counci.1) shall not amend the scoping decision ~ithout the <br />; )gr~ ement of the proposer unless a substantial change is made in the pro- <br /> posted pF~ject that affects the potential signif, icant environmental impact <br /> ~Or )ew information arises that affects significantly the potential envi- <br /> !ron)ental impact or the availability of prudent and feasible alternatives <br /> i:o ',he project. <br /> <br />: '·iThe purpose of the EIS is to function as a means of disclosing informa- <br />r <br />~itio about the significant environmental issues of a proposed action. It <br />!is ~o include an examination of alternatives to the proposal.
