Because of the location of a portion of the expansion <br />within the airport approach zone, the EIS will analyze the potential <br />hazards of bird strikes. The EIS will examine past incidents and <br />identify the species, seasonal and daily flight and migration pat- <br />terns of the birds involved. Aircraft flight patterns will be <br />examined for possible conflicts. Mitigation measures will be <br />addressed to minimize any potential conflicts. <br /> <br />SOCIO-~CONOMIC AND EOMPLOYM£NT IMPACTS <br /> <br />~_ompatibility With Land Use Plans and Zoning <br /> <br />The city's comprehensive plan designates the existing landfill for <br />industrial and public open space. The proposed expansion is located <br />in areas designated for public open space and residential land use. <br /> <br />A portion of the project would be located in area zoned RU-Rural. <br />The planned unit development {PUD 70-1) which includes the existing <br />landfill would have to be amended by the City of Eden Prairie to <br />include the expansion. An amendment has been submitted to the city <br />by the applicant. <br /> <br />The City of Eden Prairie will determine the consistency of the pro- <br />posed project with city zoning and its comprehensive plan, and the <br />need for any amendments at the time of its review of the proposed <br />project. This review will follow completion of the EIS and a deter- <br />mination of its adequacy by the Metropolitan Council. The EIS will <br />not determine whether the proposed project is consistent with city <br />ordinances and plans. The city is presently reviewing the extent gf <br />its authority in approving the proposed project. <br /> <br />The existing landfilllis designated as a regional landfill in the <br />Metropolitan Council's Solid Waste Management Plan, adopted in 1979 <br />and revised in 1981. The plan will be completely revised in 1983. <br />The permit application for the I>rOposed expansion will be reviewed by <br />the Council for consistency with the revised regional Solid Waste <br />Management Plan and other regional plans. The EIS will not determine <br />the consistency of the proposed project with regional plans; that <br />review and determination will take place following the completion of <br />the. EIS. <br /> <br />Land Use Impacts <br /> <br />The EIS will investigate the potential impacts on the land uses near <br />the site. <br /> <br />The Flying Cloud Airport, owned and operated by the Metroplitan Air- <br />ports Commission, and the,airport approach zone are located northwest <br />and north of the project site. A portion of the expansion will occur <br />within the approach zone. Potential conflicts between the proposed <br />landfill development and operations and airport operations will'be <br />analyzed in the EIS. Mitigation measures will be evaluated as neces- <br />sary. Any potential conflicts with state or federal regulations <br />regarding the operation of the airport will be identified. <br /> <br /> <br />
