Because of the location of a portion of the expansion within the airport approach zone, the EIS will analyze the potential hazards of bird strikes. The EIS will examine past incidents and identify the species, seasonal and daily flight and migration pat- terns of the birds involved. Aircraft flight patterns will be examined for possible conflicts. Mitigation measures will be addressed to minimize any potential conflicts. SOCIO-~CONOMIC AND EOMPLOYM£NT IMPACTS ~_ompatibility With Land Use Plans and Zoning The city's comprehensive plan designates the existing landfill for industrial and public open space. The proposed expansion is located in areas designated for public open space and residential land use. A portion of the project would be located in area zoned RU-Rural. The planned unit development {PUD 70-1) which includes the existing landfill would have to be amended by the City of Eden Prairie to include the expansion. An amendment has been submitted to the city by the applicant. The City of Eden Prairie will determine the consistency of the pro- posed project with city zoning and its comprehensive plan, and the need for any amendments at the time of its review of the proposed project. This review will follow completion of the EIS and a deter- mination of its adequacy by the Metropolitan Council. The EIS will not determine whether the proposed project is consistent with city ordinances and plans. The city is presently reviewing the extent gf its authority in approving the proposed project. The existing landfilllis designated as a regional landfill in the Metropolitan Council's Solid Waste Management Plan, adopted in 1979 and revised in 1981. The plan will be completely revised in 1983. The permit application for the I>rOposed expansion will be reviewed by the Council for consistency with the revised regional Solid Waste Management Plan and other regional plans. The EIS will not determine the consistency of the proposed project with regional plans; that review and determination will take place following the completion of the. EIS. Land Use Impacts The EIS will investigate the potential impacts on the land uses near the site. The Flying Cloud Airport, owned and operated by the Metroplitan Air- ports Commission, and the,airport approach zone are located northwest and north of the project site. A portion of the expansion will occur within the approach zone. Potential conflicts between the proposed landfill development and operations and airport operations will'be analyzed in the EIS. Mitigation measures will be evaluated as neces- sary. Any potential conflicts with state or federal regulations regarding the operation of the airport will be identified.
