The proposed <br /> xpansion would extend the landfill to within 200 feet of undevelo>ed <br /> ots within the Bluffs West subdivision. Individual residences are <br /> located northeast, southwest and west of the existing and propose~ <br />roJect. The lIS will investigate the potential impact of the pro- <br />act on the residences and subdivisions. The lIS will evaluate the <br />,otential impact of noise, litter and air pollution associated with <br />.he development and operations of the project. The visual impact of <br />:hanges to sight lines resulting from the construction of the land- <br />rill and berm will be assessed. Potential health and safety risks to <br />,estdents that might be associated with the project such as potential <br />~tir quality, water quality, methane gas and noise impacts will be <br /> ~nalyzed. Finally, the potential impaUt on property values will be <br /> investigated. <br /> <br /> ~ pt;eline owned by the Williams Brothers crosses the proposed pro- <br /> act site. The pipeline will be relocated if the project is approve~ <br /> ~S proposed. The present pipeline alignment also traverses the air- <br /> port approach zone and Bluffs West subdivision. The potential <br /> jtmpacts of the relocation of the pipeline on the residential area.~nd <br /> fother land uses will be analyzed. <br /> <br /> IThe Flying Cloud Drive In theater and a seasonal produce market are <br /> located northwest and southwest respectively of the.existing landfill <br /> along TH 169. Several other individual commercial/industrial uses <br /> are located north of the project along the south side of Co. Road 1 <br /> (Pioneer Trail}. The potential in~act of noise, litter, methane gas <br /> and other side effects of the project'wtll be investigated.. The <br /> effect on property values will also be evaluated: <br /> <br />~he'Minnesota Valley National Wildlife Refuge and Recreation Area is <br />located south of the project along the river valley. Most of the <br />bluff south of the project is included in the Refuge.The master plan <br />proposes that a trail be developed along Riverview Road at the base <br />of the bluff. The expansion would be visible from the Refuge. The <br />potential impact of the project on the Refuge and Recreation Area and <br />its proposed facilities, natural resources and use will be Ciscussed <br />in the lIS. ~e lIS will address the potential impacts of bluff ero- <br />sion, stormwater discharge, litter, noise and visual effects of the <br />project. Potential water quality impacts on Grass Lake and the <br />Minnesota ~iver are addressed under the surface and groundwater sec- <br />tions of the scoping document. <br /> <br />An undeveloped local park, Homeward Hills, is located at the eastern <br />end of the lowland to the east of the project. There have been pro- <br />posals to expand this facility. The [IS will evaluate the potential <br />effect of the development and ~peration of the ~roject on the park <br />including the potential effect of stormwater runoff, noise and litter <br /> <br /> .~n.~al !and use <br />Mitigation measures t~ eliminate or minimi=e -~ ~' <br />impacts will be discussed in the EIS. The measures will be develo~d <br />in response to individual impacts identified in the ~IS. <br /> <br /> <br />
