Regard~g~hapter 2, Mr. Goodrich stated that th£s chapter <br />desig~eS[that,~."- membership to various boards and commissions <br />shall n~t~xceed 9 and 2/3 of the membership must be residents <br />of the Cit7. <br />After is0mei discussion regarding Section 2.06 and 2.06.01, it was <br />agreed ~ha~ creating City philosophy would be the responsibility <br />of th~-~aypr and implementing that policy is the responsibility <br />of the Cit~ Administrator. <br />Mr. G°o~ri!ch referred to Section 2.08 and stated that he was not <br />aware !~f ~e fact that cities could subpoena witnesses. <br /> <br />Mr. Sta~ ~ata, member of the Charter Commission, stated that <br />thzs section was modelled after the sample charter put out by <br />the Le~gu~ of Mznnesota Cmtzes. <br /> <br />Mr. GOodrich proceeded to review Chapter 3. <br /> <br />Mr. GO~dr~ch pointed out that 24 hours notice of a special <br />CounC~ m~eting is required and reasonable public notice to <br />comply ~i.~h State statutes. Mr. Goodrich stated that State <br />statu~as '~lso say 'reasonable' and Council could adopt an <br />ordinar~ce isettzng down requzrements for publzc notzce. <br />Mr. Ga~y 8eitman suggested that Council set down public notice <br />requiT~e~ts by rule rather than ordinance. <br />Mayor'~amec returned to the meeting at 8:50 p.m. <br /> <br />DiscuSsio~ ensued regarding expenditure of City funds during <br />a sta~ o$ emergency. <br />Mayor~i~am~c stated that the Charter Commission discussed this <br />subje~g aS length and it was decided that if an emergency <br />situat!on~does arise, it will have to just be handled according <br />to Cot~ci~'s discretion. <br />Mr. H~itm~n stated that the Charter Commission's intent was to <br />contr0~ e~ergency meetings called by Council for the purpose <br />of taklng action and denying citizen participation; the <br />requi~eme~ts for calling emergency meetings are now different <br />than they~were. <br /> <br />Mr. G0~dr~ch proceeded to review Section 3.02, Liason Function. <br />Mr. G0~dr~ch stated that 3 of the councilmembers will each <br />repreS~ntia precinct and one councilmember and mayor will be <br />at la~ge.i <br /> <br />Motion byl Mayor Gamec and seconded by Councilmember Reimann that <br />Counc~ime~ber Schlueter will represent Precinct #1, Councilmember <br />Van Wa~ne~ will represent Precinct #2, Councilmember Sorteberg <br />will ~pr~sent Precinct #3 and Councilmember Reimann and Mayor <br /> GameC Wtl~ serve at large until reappointments are made in January, <br /> <br /> t C/July 10, 1984 <br /> ~,~ ~f Page 9 of 13 <br /> <br /> <br />
