Voting No: None. <br /> <br />Coun.ci!mem!)er Van Wagner noted that the Charter requires two (2) <br />precinct m,~etings be held each year. <br />Mr. He!~m~ % stated that considering the fact that 1984 is half <br />over, One >recinct meeting in 1984 would be sufficient. <br /> <br />Mayor G~me: referred to the Charter's requirement for a Ctiy <br />Newsletter and stated that he has met with Mr. Bergeron, publisher <br />of t~hei, Co°~ Rapids Challenge. Mayor Gamec stated that Mr. Bergeron <br />is looking into the feasibility of publishing such a paper for <br />RamseT;?it would be totally paid for by the sale of advertisement <br />space ahd it would be a strictly informational paper and would <br />inclu~e~no editorializing. There would be a minor cost to the <br />City i~ith.~ way of secretarial time required to proofread the <br />City's' ~nplt into the paper. <br /> <br />Counc~lmeuber Reimann stated that such a newspaper sounds like <br />a good ~dea but it will take some time to get it going and an <br />infor~ail m~wsletter should be put out by the City in the interim. <br />Motion by ~Councilmember Reimann and seconded by Councilmember <br />Van waghe~ to direct City Staff to appropriate $500 for the <br />purpo~ei!ol issuing a single interim City Newsletter in order to <br />be in~c~iliance with the City Charter and that a sample copy <br />of thatll pZOposed newsletter should be submitted to Council at <br />their ir!eg~ilar meeting scheduled for July 24, 1984. <br />Motion ica ried. Voting Yes: Mayor Gamec, Councilmembers Reimann, <br />Sortebe'rg~ Schlueter and Van Wagner. Voting No: None. <br />Counci~i c~nsensus is to remain with the name "Ramsey Resident" <br /> for the C~ty Newsletter. <br /> <br />Mr. Goodrich continued with the review of Chapter 3. <br />Mr. GOOdrich referred to Section 3.03 and noted that Council <br />may pr~¥ide a means by which a minority may compel the attendance <br />of absent members. <br />Mr. G0Odr~.ch referred to Section 3.04 and noted that ordinances <br />must ~ a~.opted by a roll call vote. With respect to Section <br />3.06,~hecretically, one councilmember can adopt an emergency <br />ordinance Ordinances are not effective until 30 days after <br />publication and they must be posted three days prior to adoption. <br />Resolm~io~s and ordinances must be read in full prior to <br />adop~l,~n;la motion by Counczl can waive the reading of ordinances <br />and a Cou~,cil consensus can waive the reading of resolutions. <br />Mr. G~ddr~ch proceeded to review Chapter 4. <br /> <br /> C/July 10. 1984 Pagelo of 13 <br /> <br /> <br />
