L&ndfill Site P in Ramsey, Anoka County, ("Metro <br />Council Resolution"), dated September 23, 1982, and approved as a <br />suitable ~it¢ for disposal of mixed municipal solid waste. Both <br />the MPCA ~an~ Metropolitan Council considered the wetland areas <br />discussed.inlthe memorandum of the Anoka Soil and Water Conserva- <br /> <br />tion DiSt~ie~ prepared by P. L. Rudolph, District Conservation <br />Aide ("~D !Memo") and found, the Commission hereby finds, that <br />good operational practices and standard erosion control engineer- <br /> <br />lng, such as are set forth in the General Engineering and Operat- <br />ing PlanS~ W~ste Management of Minnesota Sanitary Landfill, /M~oka <br />County, M~nn~sota, ("Plans"), are acceptable resolutions to the <br />problems, ass~ciatedl: with the wetlands in the South 70. (See MPCA <br />Order; Me'roi council Resolution.) Both the MPCA and the Metro- <br /> <br />politan ~Oun~il considered the soils discussed in the SWCS Memo <br />and found} a~d the Corrmlission hereby finds, that the presence of <br />such soils d not render the site unsuitable for use as a land- <br />fill prov~d that a system of double liners and leachate col- <br />lecti6n S~st~m, consistent with final approvals and licenses of <br />appropriate ¢overnmental units, are installed.
