Init.~ate and cooperate with local municipalities in the <br /> esta~.lishment of various recycling and composting programs. <br /> <br /> 2. PursUing mechanical/processing alternatives with the primary <br /> i~tefest in burning facilities of 200 to 400 tons per day. <br /> <br /> 3. Identifying and taking measures to restrict and reduce as <br /> m~ch~as possible the flow of refuge which is generated outside <br /> of the County from being idsposed of in Anoka County. <br /> <br /> 4. The ~ounty will hire a professional Solid Waste Abatement <br /> COordinator. <br /> <br /> 5. The County will secure intergovernmental assistance in working <br /> withi the State, MetroPolitan Council municipalities business <br /> communities and citizen groups to help accomplish our <br /> abat!ement goals. <br /> <br /> 6. The iCounty will appoint a Solid Waste Abatement team of various <br /> Coun~ty departments which will serve a coordinating function <br /> for ithe Solid Waste Abatement Coordinator and as a sounding <br /> board and advisor to the County Board. <br /> <br /> 7. .The '.County will appoint a Solid Waste Management Advisory <br /> C'o_m~ittee by July 1, 1984 in accordance with State legislation <br /> ~o ~ssist in the preparation of the County Master Plan. <br /> <br /> 8. The iCounty will contract for engineering services to assist <br /> f~n ~he development of an annual work plan and to provide <br /> ~ tecI~nical engineering expertise for analyzing, marketing, <br /> opportunities and abatement alternatives. <br /> <br />Council~em~er Van Wagner referred to the Operating Plan for an <br />Accelerate~ Decomposition Landfill and inquired if excavating and <br />mining deC?reposed refuse wouldn't create serious odor problems. <br /> <br />Mr. yantos replied that accelerated decomposition would be utilized <br />on refuse ~oming into the County, not refuse that is already there. <br />IndividUal~cells will be filled with refuse, treated and covered. <br /> <br />Mr. Don Ot~er stated that there is less odor during accelerated <br />decomposition because of antibodies that are consumed during the <br />process. <br /> <br />Mayor Gameic stated that all of these abatement ideas have been <br />talked ~bobt for years and can"t understand why it is taking so <br />long to ge!t something going. Mayor G~mec also stated that recycling <br />and :sepmr~tion businesses are going to need subsidies in order to <br />stay in~! b~siness; it is going to take a tax increase to get these <br />types Of ~usinesses created and staying in business. <br /> <br />Mr. Yantos agreed that the cost of abatement will be expensive. <br /> <br />Councilme~ber Reimann stated that the Action Paper states that <br />waste r~eddction methods will not reduce the land disposal needs <br />of An~a i~,ounty by any more than 5%; it is a lot of money to <br />spend ~o Snly reduce landfill needs by 5%. <br /> <br /> C/August 14, 1984 <br /> <br /> <br />
