Robert Boblett, an appraisor <br /> contracted by the City to study the landfill issue. <br /> <br /> Mr. Bobtetti- Mr. Boblett stated that he contacted members of the <br /> Evaluati°n iqetwork, a National organization of appraisers, and <br /> I received a fresponse from New Orleans where an appraisor testified <br /> that neighboring property was not affected by continued landfill <br /> operation and the courts disagreed. <br /> <br /> Mr. Boblet~ stated that he surveyed the site, adjacent neighborhoods <br /> and tr'[ed ~o Judge lust how much traffic, noise, odor and vibration <br /> is being e~perieneed by adjacent residences. Mr, Boblett also <br />I prepared a that would show a statiscal difference between <br /> ireport <br /> the saies ~$f homes near the landfill and those homes a distance away <br /> from the landfill. That reports shows evidence of a decrease in <br />I selling !pr$ce and an increase in length of time to sell those homes <br /> located nearer the landfill. <br />· Mr. Boblet~ stated that in his opinion, the landfill expansion <br /> to the:South would render a 15-257o decrease in property values. <br /> The area h~ feels that would be affected by the Southern expansion <br />i is that 'ar~a to the north and south along the highway approximately <br /> from 149thl to 156th. Mr. Boblett stated that he feels that landfill. <br /> expansion ~o the North would render several homes unsaleable on <br /> the east a~d west side of Garnet Street. <br /> <br /> Cha±rman ?~eterson noted a letter dated ~ugust 6, 1984 from Minnesota <br /> $oil ~'~it ~ater Conservation District to Ramsey Residents Coalition, <br /> in which they reaffirm their comments made in their letter of <br />I June 28¥ 11984. (See Attachment I) <br /> <br />I Mr. MOers~elder - Legal representative for Waste Management of <br /> Minneso'ta,! Inc. - Inquired if Mr.. Boblett, prior to this request, <br /> has had t~e opportunity to make any valuations of properties in <br /> the vicinity of landfills. <br /> <br />I <br />I <br />I <br />I <br /> <br />Mr, Boble~t - Stated that he has not except for some related issues <br />in BrOoklyn Center and Fridley. <br /> <br />Mr. Moersfelder - Inquired if Mr. Boblett has had an opportunity <br />to examin~ Waste Management's operational plans for the proposed <br />site. <br /> <br />Mr. Boblett - Stated that he has not examined the operational <br />plans; that his testimony is based on existing conditions at the <br />landfill. <br />Mr. Moersfelder stated that Waste Management has submitted: <br /> <br /> 1. MetrolCouncil Resolution and }~CA Order relating to intrinsic <br /> suitability of real estate in the site of the South 80 for <br /> use a~ a landfill; both those orders state that the South 80 <br /> is~sul.table for landfill operation with suitable liners.
