We Sometimes refer to this as the "Trico" property. At y~uriCounctl meeting on November 13, 1984, we briefly discuss~ this subject and it was determined that the appltc~tlonl should be referred to the Planning Commission and the Cit~y!~ Engineer for review. Aft~eF frUrther review of the City's Zoning Ordinance and consul~a~toD with Charles Lefever, I am of the opinion that this matter ~c~n be treated as an application for a Temporary Condtt~o~a~ Use Permit. The major procedural difference betweeq !a ~onditional Use Permit and a Temporary Conditional Use Permit £~s ~hat a Temporary Use Permit does not require a public hearin§.'l Al~hlou~h a public hearing before the Plashing and Zoning CommisSion !is not legally required, if you desire public input on this isu~Ject, it is lawful for the Council to schedule a publtc!~ea~tng prior to consideration of the permit. I h~ve ialso written to the Environmental Quality Board for an opf~onlfrom them as to whether or not an Environmental AssesS.m~nt!Worksheet (EAW) is mandatory for this project. As of this dace ! have not received the EQB's response. The~iCt~y Staff wzll request the Plannzng Commzsston to make recommg~da~tons to the Council as to what conditions might be appropr{at9 in the granting of a Temporary Conditional Use PermftI ~f this nature. The Planning Commission will review this subject at! their December 4, 1984 meeting.
