C~nsequently, the CIP budget is a current document that is kept <br />responsive t. 0 th~ City's changing conditions and needs. <br /> <br />~ne question may! be asked in regards to why there is a need for this type of <br />a planning budget. If this document is carefully planned, i~ will realize <br />many benefits to~ onLr community. For example: <br /> <br /> 1) Major i~,provements can be anticipated in advance rather than over- <br /> looked ~ntil critically needed. Thus, large expenditures can be <br /> budgete~ over a period of several years.' <br /> <br /> 2) Spmcifi~ community development projects contained in the comprehensive <br /> com~n~ Uni~y plan stand a better chance of being implemented if they are <br /> inc~6de~ in the CIP budget. <br /> <br /> 3) It ~abI, es the local officials to focus their attention on the needs <br /> of the ientire community and to put into perspective pressures from <br /> special interest groups and proponents of special projects. <br /> <br />4) It e~ab~es a community to take a long-range view of needed improvements <br /> and~dete~rmine responsJ_bilities for future development. <br /> <br />5) Projects. can be scheduled within a community's anticipated ability to <br /> finance, and time is available to determine merits of various sources <br /> of r~venlua. <br /> <br />6) Capital ~rogramming permits better coordination between municipal de- <br /> par~ment~ and facilitates coordination with other government agencies. <br /> <br />7) <br /> <br />CaPital programming improves local ability to use state and federal <br />grant~-in~aid prograras.
