TO: FROM: SUBJ: Ramsey City Council Council Budget Committee Budget Message - City of Ramsey's ~ ~) Year Capital Improvement Program ~udget for 198~_- 1986 Submitted he,ewe'th is the City's Six (6) Year proposed Capita/ Improvement Program Budget Which encompasses years 198~_ through 1986. ~"nis will'be the first t~me that itbe City of Ra~sey has ever init~at'ed such a document which will become an ~ntegral part of the City's Comprehensive Plan. The Capital ~..mprOvement Program (CIP) Budget is simply a method of planning for improvementsi and scheduling the expenditures over a period of years in order to maximiz~e the use of public funds In other words it is a means of coordinating a physical development plan with a financial development plan. Each year the budget is updated and extended one year to compensate for the year expired.' C~nsequently, the CIP budget is a current document that is kept responsive t. 0 th~ City's changing conditions and needs. ~ne question may! be asked in regards to why there is a need for this type of a planning budget. If this document is carefully planned, i~ will realize many benefits to~ onLr community. For example: 1) Major i~,provements can be anticipated in advance rather than over- looked ~ntil critically needed. Thus, large expenditures can be budgete~ over a period of several years.' 2) Spmcifi~ community development projects contained in the comprehensive com~n~ Uni~y plan stand a better chance of being implemented if they are inc~6de~ in the CIP budget. 3) It ~abI, es the local officials to focus their attention on the needs of the ientire community and to put into perspective pressures from special interest groups and proponents of special projects. 4) It e~ab~es a community to take a long-range view of needed improvements and~dete~rmine responsJ_bilities for future development. 5) Projects. can be scheduled within a community's anticipated ability to finance, and time is available to determine merits of various sources of r~venlua. 6) Capital ~rogramming permits better coordination between municipal de- par~ment~ and facilitates coordination with other government agencies. 7) CaPital programming improves local ability to use state and federal grant~-in~aid prograras.
