These public improvements {sanitary <br />sewer and wa~er) will create a major debt service obligation for 'the land <br />owner who will ~enefit from these improvements aund the City which will have <br />to pick up thee O:versizing costs for those areas where they won't derive a <br />benefit until s~metime later in the future. Consequently, when the City <br />Council embarks !on these types of public improvements, it is going to want <br />tJ~ese ~mproV~d a, reas to develop immediately to diminish any possibilities <br />of the asseSs, able costs ending up as a City cost because the land owners <br />defaulted on pay~ment because of the lack of development. <br /> <br />Accordingly, ~the' City has developed the following proposed policies: <br /> <br />a) <br /> <br />~4_un_~iciplal Trunk Utility-Extension Policy - ~ne utility extension <br />witl~i no~ be m~de Until the area presently served is 50 percent <br />developed. This will minimize leap frog development; however, <br />moreil importantly, it will protect the City from additional finan- <br />cial~ burdens which could be very costly to all tax'payers. Variance <br />could bg granted to this policy to extend trunk utility lines where <br />the ~ev~loper would agree to finance the total cost on an interim <br />basis. !At the time the City decided to expand the utility trunk <br />servicelarea, a refund would be made to the developer. <br /> <br />b) <br /> <br />Spe?~a/ i Assessment Policy - The special assessment policy will be <br />est.mbliShed by ordinance Which will be adopted prior to introducing <br />utilities to the City of Ramsey. However, the following is a brief <br />overview of the City's thoughts on this issue: <br /> <br />.1)~ Trunk. Utility'Costs - This will be assessed 100% on an acre <br /> basis; however, oversizing of trunk lines for areas not being <br /> serviced presently will be financed by the City on an interim <br /> basis. <br /> <br />2) Lateral Utility Costs - This will be 100% assessed on a unit <br /> basis. <br /> <br />The City's policies on street improvements are as follow~: <br /> <br />a) <br /> <br />b) <br /> <br />DevelOpers'finance the cost of the bituminous street surfacing in new <br />plats'. ~ <br /> <br />Cit£z~ns~ who reside in old developments where the developers were not <br />required to put in bituminous streets are required to petition for <br />street b~tuminous surfacing in these areas if they want it. Accord- <br />ingly, they will be assessed 100% for the cost of it. <br /> <br /> <br />
