APPROVAL OF AGENDA, D-2 COMMITTEE~ BUSINESS CASE cAS~ AD HOC COMMITTEE ORGANIZATION: The committee will have to take the following action on this item: a) Appoint a committee Chairman b) Appoint a committee Vice-Chairman c) Set regular meeting time and date d) Establish what areas you will need subcommittees and then recommend subcommittee appointments to City Council PURPOSE OF AD HOC COMMITTEE TO DEVELOP PROPOSED POLICY REGARDING PUBLIC IMPROVEMENTS: Council Resolution #82-89 dated June 22, 1982 establishes the purpose of this Ad Hoc Committee. Please refer to enclosure (D2-a) for this resolution. is committee will probably be recommending two proposed Ordinances to the City Council covering the following areas: a) Develop proposed policy regarding financing public utilities (sanitary sewer and water), storm sewer and streets. For example, you will need to cover the following areas: 1) Method of financing public improvements 2) If City bonding power is used, what is the time period on each bond financed? 3) If the developer uses City bonding power, what amount of his money is required up front? This also generates other questions that will need to be addressed in the policy. aa) The City Engineer would have to handle all projects. bb) The City Staff time should be re- couped in these cases.
