It is recomm~de~ <br /> <br />J <br /> <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br /> dba <br /> Anoka Landfill <br /> <br /> License Conditions <br /> July 1, 1982-June 30, 198~ <br /> <br />that renewal of this license be conditioned upon the following: <br /> <br /> The engineering plans, report, an~ related correspondence submitted by, or on <br /> behalf af~ t~e licensee are a part of the licensee's application and license <br /> issuance ~ndithe construction, operation, and maintenance of this facility <br /> will be!i~ a~cordance with these engineering plans, report, and correspondence. <br /> <br /> The lic~nSeelconduct a water monitoring program as set forth in the Department's <br /> policy s~te~ent "Proceedures for Landfill Water Monitoring". <br /> <br /> Upon reaC~in~ the fill elevations set forth, in the approved plans, a two part <br /> final o~ ~er~inal cover shall be applied. The lower half (at least twelve inches) <br /> of the ~i~al!cover shall be of a compacted impervious material (permeability of <br /> less th~ni~10T6 cm/sec.) and the upper half (at least twelve inches) shall be of <br /> a compacted ~oil and top soil and protected by the establishment and maintenance <br /> of a su~t.~abl~ turf. Conveyance of surface drainage off of a f~lled area shall <br /> be by m~,~hs 6f a structure not subject to erosion. <br /> <br /> The liceh~ee ~rovide a bond in the amount of $100,000. <br /> <br /> No opera~ion~ on the far west side of the landfill between May let and September <br /> 30th. ii <br /> <br /> If suffi~len~ turf i~ not established this summer on terminated areas, these <br /> areas m6~t 5~ reseeded by August 1, 1982. <br /> <br /> The lic~se~ will prevent the soil migration ~f combustible gas or vapors onto <br /> adjacen~pro~erties and will conduct monitoring consisting of at least the <br /> followih~: <br /> <br /> a. Semi~we~kly methane measurements at the property line gas monitoring probes. <br /> <br /> b. Dai~ i~spection 6f the operation of the venting system to insure it's <br /> proof ~peration. <br /> <br /> c. ReO'O~di~g of all gas measurements, venting system inspection results, service <br /> and ~ai~tenance activities, and operating problems in a gas monitoring log; <br /> a qo~y ~f which will be submitted to the Department with the monthly operatin! <br /> <br />d. Pr~t ~otification of the county whenever: 1) the methane concentration <br /> atia~y ~roperty line probe equals or exceeds 1%; or 2) the methane venting <br /> sy$~,!or portion thereof, has been or will be out of service for more <br /> tha~ 12ihours (exclusive of normal weekend down time). <br /> <br />Failure ~to ~ccomplish terminations when required shall constitute grounds for <br />summary!~us~ension of the license. <br /> <br /> The l~cgnsge install nested wells as setforth in the monitoring policy. <br /> <br /> <br />
