Schroeder, City Administrator BackgroUnd; Accordin~ to the City Charter, the City Council has the opportunity to set its meeting times and dates~/andiorder of business as it so chooses. Additionally, it may set up advisory commisSiOns ~s deemed appropriate. Council will recall that this past year, Chapter 2 of the Cod~ dcali.flg with these issues was amended. Since that time, it has been suggested by members Of th~ Council that the meeting time change. Staff would like to suggest that the order of~ I~uSiness be slightly amended and the Economic Development Commission requests t~at tile Council revisit non-resident membership on Commissions. Enclosed fOr ~our review are the relevant sections of Chapter 2 pursuant to these issues. Staff suggests; amendment in the meeting time to 7:00 p.m. from 7:30 p.m. It also sugges[s ah a~endment to the Code which will more easily allow Council to change it's order of business from time to time without, an ordinance change in the future. Relative tO the third issue, the Economic Development Commission has requested, pursuan~ tb th~ enclosed memorandum, that Chapter 2 of the City Code allow for non- Ramsey'r~side~nts to serve on Commissions. In that Council just made the change in the alternatiV~ aft~ significant discussion, Staff is not suggesting an amendment at this time. The restfl~ of; a lack in the change, as requested by the Economic Development CommisSion, Would be that the Council would not be able to reappoint Commissioner Vevea t°' ahother term on the Economic Development Commission. Recommendation: Introduce be oi'dinance as presented.
