MEMORANDUM

DATE:

TO:

CC:

Decemt~er 1 t. 1992

Mayor and CiD' Council

Ryan Schroeder, City Administrator
Kay McAloney, Personnel Coordinator
James Gromberg, Project Manager

FROM: Ramsey Economic Development Commission

RE: Reappointment of Commissioners and the Make-up of the
Ramsey Economic Development Commission

At the December 9, 1992 Ramsey Economic Development Commission meeting, the following
recommendations were made:

1) To reappoint Commissioner Wagner to a term set to expire on January 31, 1995.

2) To reappoint Commissioner Nelson to a term set to expire on January 31, 1995.

3) To reappoint Commissioner Vevea to a term set to expire on January 31, 1995.

You will note that the third recommendation is controversial in the fact that Commissioner Vevea is
a non-resident business owner in the City of Ramsey. As the EDC has indicated in the past, they
feel it is extremely important, as a body, to provide for input from the business community
concerning the operation of business in Ramsey regardless of their resident status. It is with this
regard that they respectfully request the adoption of the attached ordinance amending Chapter 2 of
the Ramsey City Code to allow for up to four members of the Economic Development Commission
to be non-resident members who own businesses or commercial property located within the City of
Ramsey. The EDC feels that this will allow for well balanced, unbiased input from the Ramsey
business community as to how problems in the City should be handled and how the City can
facilitate future ~owth and development.

This amendment to Chapter 2 of the Ramsev City Code will also prevent the Ciw from giving the
impression that it cares only that businesses locate into Ramsey without allowing thsm to voice
opinions on business-related issues. The EDC encourages members of Citv Council to contact
them concerning this issue as they feel very strongly that the Cit'3' must make certain changes to
t~rovide for future ~owth and economic stability.

/ccr

I
I
I
!

I
I
I
I
I
I
I
I
I
I
I'
I
I
I
