Their parcel is approximately <br />2.3 acres in ~i!e afi, d they desire to construct a metal accessory structure and maintain a maximum <br />of two (2) homes On their property. The Planning Commission did receive one <br />letter in opposition! to the request to maintain horses on the subject property. As the author of the <br />letter requested tolremain anonymous, the letter was not entered into findings of fact. In the <br />opinion of tlieiCity Attorney. even though the letter was anonvmous, we did receive it and it is <br />nov,, of publicre¢~rd and it probably st~ould be noted in the {indings of fac:. ! have taken the <br />iibem, to add an appropriate item to tine proposed findings of fact. <br /> <br />In a survey of some of the surrounding communities, we have found that Ramsey is the most <br />lenient as far as minimum acreage required for metal buildings. In addition to that. there are <br />numerous persons in Ramsev wirk: 'almost' 2.5 acres that would have preferred to consu-uct met~ <br />buildings, but conformed to the reguiations for ac. cessorv structures on less than 2.5 acres, it is <br />recommended ~at the request for a recta1 accesso~' structure be denied. <br /> <br />Ramsev City Code~ states that no structure that mouses horses ma,,' be located within 50 feet of a <br />place of human habitation and rna: buildings mousing animals shalI not be within 75 feet of <br />property lines.. From the site plan submitted, it appears that the proposed location of the accessory <br />structure meets thege requirements. <br /> <br />The proposed,fenced in roaming area is approximateiy .9 acre in size minus the area of the <br />=roposed building; one acre of roaming area would be recmired for two horses in order to be <br />~xempt from pi'ovi~ng a manure manag[ment plan.
