I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />TRANSPORTATION TRAIL CORRIDOR PROPOSAL <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Baekgroundi <br /> <br />The Ramsey Nd/~noka City Council's have met to review transportation links between the cities. <br />One outcome ~f thb meetings was a desire to safely facilitate pedestrian and bicycle transportation, <br />particularly in,the ~areas of State Highway g47 and County Road #116, perhaps utilizing River's <br />Bend Park. : I <br /> <br />Subsequent to theiCouncil level meetings, Staff from the Cities of Ramsey, Anoka, Andover, <br />Anoka Coumy parks and Metropolitan Council and the Park and Recreation Commission met on <br />numerous o~easiorls to discuss non-motorized transportation paths primarily in the area of County <br />Road gl 16 on githg side of the Rum River. <br /> <br />The focus of the nieetings began with linking recreational destinations. The following situations <br />and proposed SOlutions reaffirmed the need for transportation paths. <br /> <br />Situalion <br /> <br />--Safety <br /> <br />Remove pedestrians and bicyclists from the high speed County <br />Road #116 surface. <br /> <br />--Growing De/~sity~ <br /> <br />--Increasing Recreational <br /> Demands <br /> <br />Reduce traffic congestion and air, water and noise pollution by <br />providing alternative sources of mobility. <br /> <br />Connect the areas academic and recreational resources, thereby <br />reducing the need to replicate facilities. <br /> <br />--Surety of ir~creasing Provide sustainable alternatives to the automobile. Theselow <br /> Traditional~ : cost alternatives (biking, walking) in some instances make less <br /> Transportation Costs desirable employment opportunities economically feasible. <br /> <br />We have le~ed that the Met Council's Transportation Advisory Board (T.A.B.) is requesting <br />proposals for 10icydle and walkway projects. These federal funds are an indirect result of President <br />Bush's Nati ~Cmal T~ansportation Policy which strives for an environmentally sound, economically <br />strong directioh fo~ national transportation. A total of $1.5 million may be available for this area. <br /> <br />0 bse r vationS: <br /> <br />The criteria n~ess~ary to receive the funding is an ideal match with our desire to link the Cities of <br />Anoka and Ramse~ with potential for future destinations such as Andover, Bunker Hills Park, <br />MississipPi West P~k and Coon Rapids resources. <br /> <br />The proposal m th~ T.A.B. would involve transportation paths along County Road gl 16 between <br />7th Avenue:ahd the Thurston/Dysprosium intersection; a section on either side of the State <br />Highway g47 i~nd County Road gl 16 intersection and a path from the Ramsey Terrace area north <br />to the Ramsey Elementary School. <br /> <br />The minimum:graOt is $25,000 with a deadline for application of November 2, 1992. The local <br />match must ber20o/fi of the total project cost. Engineering and acquisition are ineligible for funding. <br /> <br />7q <br /> <br /> <br />
