TRADr~ONAL BIKEWAY/WALKWAY PROJECTS Qualifyin~ Criteria Bikeway/Walk~,ay projects must meet applicable criteria to qualify for priority evaluation: l. A bikeway or walk-way project must be consistent with adopted regional plans. A bikeway or walk-way project must be consistent with the locally adopted comprehensive plan. The facilities must primarily serve a significant transportation purpose rather than only a recreational purpose. Those projects which provide grade-separated access across si~ni['icant barriers such as, railroads or bus)' roadways, must be designed such that at-grade access is discouraged. 5. OrdinaD, sidewalk construction is not eligible. 6. It must be demonstrated that the facility will be available to and serve the general public. Skyways must connect public buildings or public parking facilities with the existing CBD sk~wway system either by themselves or in conjunction with a larger project. Federal funds must not be used to reduce or eliminate normal private party cost participation in a sk?,'ay project.
