City of Ramsey

September'29, 1~92

Stan Peich~l,.' Principal
Ramsey Element,C3, School
15000 NoWthen Blvd. N.W.
Ramsey, MN 55303

Dear Stan: , ,
I appreciated the time you took to meet v, ith me on Thursda3, September 17, 1992. During our
meeting w,¢ ~tisc~ssed'future growth in the City of Ramsey, community education, recycling,
busing, possible ~mprovements to the building and grounds of Ramsey ]~lementary School and
finally, our tt'ail s~,stem, leading tothe school.
Regarding communit3 education, I reported to you that it appears our 1993 budget will allocate
$12,000 toward ,~noka-Hennepin community education programming: I also noted that this City
has never provid[ed funding for community education within the Elk River School District. If
memory serves, ~ou had requested up to 50 blue recycling containers be provided to the school for
distribution in and around classroom spaces to facilitate student recycling efforts. By cop3' of this
letter, I will bi: requesting our project manager, Mr. Jam& Gromberg, to provide a
recommendationito me as to availability, cost and any concerns regarding our donation of these
containers orrin '~e alternative what fee should be char3_ed.
I m~ntioned to 30u that v,e expe~,t approximately-.50 new homes to be built in the Cib of Ramsev
[his year. W,e currenth, use an estimate of 3.2 persons per household, but the 1990 census found
~.43'persons~per household jrt Ramsey. We have not yet received census information that breaks
that down by a_~. For 199~ we are projecting I75 new homes, although if interest rates remain
stable, this e'sfi~.ate will likely prove to be conservative. Since ]X/lay 199~2, subdivisions have been
bmr south~ soutl'i~es~t and soumeast o, me school. ~hxch ~11 total >09 lots with completion of
subsequent Phases (2>6 lots currently exist). We ex~ect to gain approval during 1993 and 1994
MUSA inclusiofi of properB' lust west of Ramsev =lementarx, School which could potentially
contain another [500 lots. .X.c~didonalJv, we hart iust appro;/ed the first 51 of a total 9~ lot
sub,a,B'~smn on file soum mae of H~ghway #10 just east of Ramsev Boulevard N.W. During our
conx ersation: vouimentioned that it was your position that these new subdivisions should ~ bused
into the existing ~chools in the City of ~noka because these facilities have the capaciD' to handle
this _oTowth, iw~ite Ramsev Elem(ntarv School is currently at carmcitv. Further, that it is more
polit}-cally expe. x:ifent to bu~ new subdivisions as opposed to older, ~xisti'ng subdivisions. To this, I
certainly am'Ce. However, I have noted that Andover, a community a similar size to Ramsey, has
two el~m~n~ary.~schools. Davton, a community one-third our size in population, has one
elementary ~cho,bl. Champlin: approximately the same size as Ramsey, has two elementary
schools, a'junior!hi'~h 'the new _
and now Champlin Park Hizh School recently completed at the£'-
border. AnOkat/as)our elementary schools., two middle schools and two hizh~ schools that I am
aware of and a pbpulation similar to Ramsey plus there are mxMad of schools in Coon
a
Rapids
and Blaine:
